NORTH CAROLINA LAW The present law relating to instruction of alcoholism and narcotism in public schools of North Carolina as contained in Section 5440 (a) in the Chapter on “Edu cation” reads as follows: “In addition to health education, which is now required by law to be given in all schools, supported in whole or in part by public money, thorough and scientific in struction shah be given in the subject of alcoholism and narcotism. “The State Superintendent of Public In struction is hereby authorized and direct ed to prepare, or cause to be prepared, for the use of all teachers who are required by this section to give instruction on the subject of alcoholism and narcotism, a course of study on health education, which shall embrace suggestions as to methods of instructions, outlines of lesson plans, lists of accurate and scientific source ma terial, suggested adaptations of the work to the needs of the children in the several grades, and shall specify the kind of work to be done in each grade, and the amount of time to be devoted to such instructon. The State textbook commission and the State Board of Education shall be au thorized, directed and empowered to se lect, approve and adopt a simple, scientific textbook, which textbook shall be free from political propaganda, anil approved by the State Board of Health and the faculty of the Medical School of the Uni versity of North Carolina, on the effects of alcoholism and narcotism n the human system, and/or a different or revised text on ‘health’ which shall contain chapters giving complete, detailed, and scientific information on the subject, to be taught as a unit of work every year in the ap propriate elementary grade, or grades, of the public schools of North Carolina. Ade quate time small be given to teach the subject efficiently. The work in the sub ject of alcoholism and narcotism shall be a part of the work required for promotion from one grade to another: Provide also, that provision shall be made in the course of study prepared by the State Depart ment of Public Instruction for teachers, aides and devices for the assistance of teachers in teaching the effects of alcohol ism and narcotism on the human system. “In all normal schools, teacher train ing classes. Summer schools for teach ers, and other institutions giving instruc tion preparatory to teaching or to teach ers actually in service, adequate time and attention shall be given to the best meth ods in teaching health education, with special reference to the nature of alcohol ism and narcotism. “It shall be the duty of all officers and teachers, principals and superintendents in charge of any school or schools, com prehended within the meaning of this section, to comply with its provisions and any such officer or teacher who shall fail CONVENTION SPEAKERS (Continued from Page 1) ance at the Convention, in the Business Session we will follow the Constitution. ARTICLE III, Section V Delegates shall be entitled to the privi lege of voting in all business meetings, if annual dues have been paid and members are in good standing. Representation at the annual meeting shall be one (1) delegate and one (1) alternate for every ten (10) members of any club. We hope the Convention program will prove informative and inspirational. Mrs. Ruth Whitehead Whaley of New York will address the public meeting on Friday night. Dr. Rose Butler Browne of Durham will address the Saturday afternoon ses sion stressing our youth program. Summary club reports will help us in exchange of ideas about local programs. The Kinston Clubs will entertain the convention group so that there will be some play interspersing the work. Your part on program: (1) Come prepared to fill blanks giving information about your club officers and membership. (2) Come prepared to discuss our State program. What help do you want the State Federation to give local clubs? (3) What plans do you have for youth in your community? To Executive Board: You will meet at 3 o’clock, Thursday May 12th at the State Training School for Negro Girls. We hope we can have 100 per cent attendance in that meeting.
