BROWN Juvenile Delinquency is a legal term which interpreted means a youth has committed certain acts in violation of the law. Here we aeal with results or effects, not the reasons underlying the per sonality of the child or why the child is anti-social. The responsi bility of finding the causes rests with the various child-care agen cies, teachers, and specialists who are cognizant of the child’s be havior. According to Dr. Martha M. Elliot, Chief of the Children’s Bureau, an estimated 475,000 boys and girls were brought to the attention of the Juvenile courts in this country in 1954. This is an increase of 58% be tween 1948-1954. Police arrests, according to the Federal Bureau of Investigation, reveal that in 1954 young pegie under eighteen years of age com mitted: 58% of the Auto Thefts; 49% of the Burglaries; 15% of the Rape Cases; 5% of the Hom icide Cases; 6% of the Assault Cases. These figures show, in a gen eral way, how far juvenile de linquency has advanced in the last few decades. What about the cases that never reach Juvenile Courts? BiennialConvention Held in Florida By AMMIE FOSTER The National Association of Colored Women’s Clubs met in Municipal Auditorium in Miami, Fla., for its 60th anniversary meeting. The theme was “Unitedly We Work for a Better World.” Forty-three states were repre sented, with Virginia, Mississippi, Alabama, and Georgia having the largest. The program being directed by Assistant President Miss E. A. Bridges served to inspire and stimulate all club women of Ashe ville. It was with pride that all these women looked forward to November 6, when they would all meet at the polls. This meet ing closed with a delicious repast and fellowship for all. The second annual sermon of the Eastern District Association was held at the Beaver Creek A.M.E. Zion Church of Fayette ville on October 28, 1956, at 3 p. m. A most interesting program was presented. The Rev. J. S. Maynor, pastor of the church, was the guest speaker. The music was rendered by two different choirs. Some 14 clubs make up this asso ciation, of which Mrs. Thelma Henly is president. She has plans in the making to have each club woman own a badge denoting their district in the State Fed eration colors of pink and green.
