Spring—1964 THE FEDERATION JOURNAL Page 5 Report On Board Meet The regular meeting was called to order by chairman, Mrs. A. B. Byrd on February 29, 1964 in Dur ham. Mrs. W. Massey, Federation Chaplain, held devotion; followed by minutes and communications. President Spellman had been asked to accept membership on Court Committee of Youth De linquency. This committee is dis cussing the advisability of chang ing the Criminal age for Juvenile Court cases. That is to change from 16 to 18 years. Another correspon d e n c e con cerned exercising Federation in fluence with N. C. Senators on the “Civil Rights Bill.” It has been suggested that a copy of letters sent our Senators will be sent to other Senators more fav orable to the bill as Senator Doug las of Illinois and Senator Hum phrey of Minnesota. A report was made by Mrs. Spellman of the Executive Board Meeting of N.A.C.W.C. on Jan uary 25, 1964 in Washington, D.C. with 16 states represented. Cov ered was: 1. Problems, financial and other wise of keeping up the National Headquarters building in Wash ington, D- C. 2. The change of name from “Na tional Association of Colored Girls” (NACG) to “National Association of Girls Clubs” (NAGC). 3. Memorials — Nationwide — honoring Dr. Mary Church Ter rell. Beginning date was Feb., which was Negro History Month, and ending with the Na tional Convention in Denver, Colorado July 25th to August 1, 1964. She was founder and first president of the N.A.C. W.C. A brief biography will be found elsewhere in this issue. Report of the Program Commit tee for the Annual Convention in Asheville, June 11-12-13, 1964, was made. Look elsewhere for details. Other than the Scholarship Com mittee report, all other Chair mans were absent. The Junior Directors presented their plans for the Junior Feder ation Convention meeting at the same time as the adult. They have invited the girls National Presi dent to be our main speaker on Friday night, June 12th. She is Miss Joyce Ford of Albany, N.Y. A representative appeared to solicit funds for honoring Dr. Wal ter Hughes, a first among Negroes in the N. C. Health Department. A portrait is to be place at N. C. College in Durham. This was re ferred to the budget committee. Dr. John Larkins greeted the board with encouraging reinarks and recommended the naming of Calendar of Federation Events L. V. April 11, 1964 —- 8th Annual Convention of Southeastern Dis trict of Federated Clubs in Pinehurst, N. C., the Academy Heights High School. 2. April 11, 1964 — Annual Con vention of Northeastern Dis trict of Federated Clubs in /eldon, N. C. at Ralph Bunch School. The Junior Federation will also hold their second an nual meeting. 3. April 25th — Meeting in Selma of the Board of Directors of the N. C. Youth Federation. 4. June 11-12-13, 1964 — N. C. Con vention of Federation of Ne gro Women’s Clubs in Ashe ville, N. C. The Varich Chapel A.M.E. Zion Church; Bartle at French Broad Street. 5. July 25th to August 1, 1964 at the Hilton Hotel, Denver, Colo rado. National Association of Colored Women’s Clubs will hold its convention. The Na tional Assoc i a t i o n of Girls Clubs will meet same time, same place. a building or institution some place, in honor of some outstand ing woman in N. C. This was put in the hands of a committee for study. A few minutes were wisely spent discussing the weakness of the N. C. Federation’s financial support and membership in both the Southeastern Region of Wom en and Girls Clubs and the Na tional Association of Colored Wom en’s Clubs. The fall issue of the Journal show few clubs sent the $5.00 asked for this purpose each year. It was generally felt that club officers are not following up and explaining the general pro gram and projects of the N. C. Federation. Please check more carefully your registration card this time, and contribute for each item. Following Committee Chairmans named: Resolutions—Mrs. Norma Darden Constiution — Mrs. Curtright Auditing — Mrs. Lydia Merrick Budget — Mrs. V. T. Bishop Elections — Mrs. Plassie Harris Nominations — Mrs. M. N. Leitoa Scrap Book Annual Display Is there any good reason why each district cannot reach a goal of at least ten scrap books on the 1964 display in Asheville? Over a five year period, only nine of the 105 clubs of the state have taken part in the Scrap Book Display — Why? ’This is a challenge to each dis trict and to the State Federation Committee representative of each district. We have about two whole months to work before June 11, 1964, when the convention meets. It can be done. We are inviting three types of Scrap Books this year: 1. A Club Scrap Book, such as we have been having, that tell the story of your club in pictures, clippings, etc. 2. A Club Scrap Book on some special subject of interest to all club members. Each mem ber could contribute material she has located on the subject as you discuss or study it. 3. Individual Scrap Books, that is, made by one club woman on her hobby or some special in terest or fancy. It will be fun running down what one wants in her book. These will not be judged against each other. The score sheet for each will be a little different, but basically the same and there will be special recognitiqn for the three top books in each group. The persons on our State Com mittee from each district who are working to get top books each are: Northeastern—Mrs. Georgia Mor gan Southeastern — Mrs. Gladys Mc Lean NORTHEASTERN (From Page 3) year shows an additional of two paid teachers and the painting of their classrooms. We know that others of you have and are doing great things in your area but remember: “If you do not send it, we cannot print it.” Why not “TeU the world” and pass on some inspiration and challenge? The Matrons Social Literary and Art Club of Elizabeth City recent ly celebrated its fifty-fourth anni versary. A very interesting pro gram was rendered which consist ed of musical numbers by mem bers of the local college staff. The guest speaker was Miss Evelyn Bryant, music instructor at Eliza beth City State Tteacher’s college. Mrs. J. H. B. Joyner, the only sur viving charter member was pres ent. This club is one of the strong est supporters of the N. C. Federa tion and the National A. C. W. S. Through the years, it has spon sored many noteworthy projects, one of which is the furnishing of a room at the local hospital. The membership has grown from five to twenty and it is a very enthu siastic group. Special guest at tending the anniversary were vis iting presidents from five other clubs and a former from Raleigh, N. C. Orchids from all of us to the members of the Social Literary and Art Club.
