By DALLAS MALLISON
Announcement of the appoint
ment of Terry Sanford of Fayette
ville as state chairman of the 1959
Easter Seal appeal was made last
week by the president of the state
chapter, Felix S. Barker of Raleigh,
who directs the state’s special ed
ucation program.
“The N. C. Society for Crippled
Children and Adults, which di
rects the annual Easter Seal drive,’’
Sanford said, in accepting the ap
pointment, “seeks to meet the un
met needs of every physically han
dicapped person in this state.’’
Sanford pointed out that the
state society and its nearly 100 lo
cal affiliates are the only private,
non-profit agencies in this state
dedicated solely to serving physical
ly handicapped Tar Heel children
and adults regardless of race or
creed.
The societies endeavor to , pro

skims the surface, Barker pointed
out, since there are over 100,000
disabled people in North Carolina.
Referring to the rapidly expand
ing summer camping program pro
vided by the Easter Seal societies
Barker said that during the past
summer a camp for white children
and one for white adults were ope
rated in the mountains of this state
and a camp for Negro children was
conducted on the Carolina coast.
Barker said that new programs
of physical therapy for handicap
ped persons at home or in the hoS'
pital are now functioning in the
central and southern sections of the
■state. A third such program is now
being set up in the Piedmont, he
said.
“We feel that the handicapped
child is everyone’s child and that
the handicapped adult has the same
rights as the able-bodied adult,’’
Barker declared. “The programs
seek to help handicapped persons
help themselves, and to make them
productive, self-respecting, and
happy citizens.’’
The Wayne county chapter, head
ed by Norwood Vinson of Golds
boro, as chairman, is now com
pleting plans for its part in the
1959 campaign.
Mr. Vinson said that the group
is hoping to extend the local serv
ices now being rendered by
the chapter. A recent informal sur
vey disclosed many local physl
cally handicapped persons who
need the type of assistance made
available by the state society and
local affiliates.
