On August 24, 1946, Det. Sgt Sullivan engaged in a running gun battle with a wanted murderer— one William H. McLaughlin. Sgt. Sullivan was successful in shooting McLaughlin down, but not before one of McLaughlin’s bullets had found its mark in Sgt. Sullivan’s hand. Det. Sgt. In 1947 he was ord ered to attend the Washington Po lice Academy, and on June 7, 1947, he was graduated from this inten sive course in the detection and prevention of crime. On March 23, 1952, Det. Sgt. Sul livan was put in command of the Sex Squad and was shortly named as an acting lieutenant. On Febru ary 10, 1954, Acting Lt. Sullivan became a full lieutenant as a result of a highly competitive examina tion he had taken under the Civil Service Commission rules and regu lations. Lieutenant Sullivan became eligi ble for examination for promotion to Captain. He took the examina tion and was among the top three on the list for promotion. On No vember 27, 1958, he was promot ed to Captain. Captain Sullivan’s record shows he has received 53 commendations among which is a personal com mendation from J. Edgar Hoover, Director, Federal Bureau of Inves-- tigation. Department of Justice; a commendation from the Commis sioners’ Committee of Awards for Meritorious Service; meritorious mention and Certificate; a commen dation and reward from the United States Army for the apprehension of a deserter, and many commenda tions from grateful citizens. Captain Sullivan is the Chair man of the Research and Planning Committee of the National Confer ence of Police Associations and also serves on the Retirement Commit tee, the Professionalization Commit tee and the Public Information Committee. He was the personal representa tive of the Metropolitan Policemen Association at the Sixth annual Conference from June 30 to July 4, 1938, at Detroit, Mich. He is past Vice-President of the Policeman’s Association of the District of Co lumbia and as such represented the association at the annual con ference which was held in San Francisco, Calif., during 1957. He is past president of the Shep herd Park Lions club which enjoys the distinction of counting among its members prominent judges, lawyers, bankers and business men. He is a member of the Board of the Membership Committee of the Elks club.
