The contracts state that a satis factory number of the trees must be living at th^’end of the first summer. In addition. Soil Bank tree planting contracts require that a satisfactory stand of trees must be maintained on the land during the term of the Contract. Inspectors for the North Carolina Forest Service say that a great many areas planted in trees this year aye already failures and def initely will not qualify for govern ment cost-sharing. The foresters say that failures are caused by : (1) Improper care of seedlings before planting, and (2) poor planting procedures. Fred Claridge, state forester who is responsible for inspection of these tree plantings, says that each planting will be carefully check ed. Those plantings not meeting survival requirements will be turn ed down for payment if the plant ing failure is caused by conditions that could have been controlled by the landowner. The landowner is responsible for meeting all the planting require ments, Claridge reminded.
