If you get a letter from the Department of Motor Ve hicles that starts out, “Our files indicate that you have accumulat ed . . then it’s time to take a hard look at your driving. Here’s why; Maybe you’ve for gotten that simple speeding charge and that other time you ran the red light. But the Motor Vehicles Department hasen’t forgotten, thus the letter. (t is an official warning. It alto tells you that six points aro lodg ed against your driving record. Three for the speeding convic tion, three more for crashing the red light. In effect since June 20, the new law provides that an accumulation of 12 points within a two-year peri- ed is grounds for suspending a driv er’s license. Four points and the letter goes out; seven and you’re invited in for a chat with safety officials about your record. They ’ll probably recommend that you at tend a driver improvement clinic. And if you pass the course it will erase three of your demerits. Here are the violations and the points given for each: Passing stopped school bus 5 Reckless driving . _ 4 Hit and run, property damage . " 4 Speeding over 55 mph 3 Illegal passing 3 Failing to give right of way 3 Running red light .. 3 No operators license, or one expired more than a year 3 Failure to stop for red light, siren 3 Oriving through safety zone 3 Driving on wrong side of road 3 No liability insurance 3 Failure to report accident if required 3 All other moving violations . 5 These are some of the questions being asked about the point sys tem: They call the system “driver im provement’’—why? Because it tends to enhance the two major functions of any driver improvement program. Those being to improve the quality of licensed drivers and banishing from the roads those who cannot (or will not) conform to the safety rules. Many Tar Heel drivers go a life time without running afoul of the traffic laws. The ones who do thus keep a clean driving record and no points. However, should as many as four points appear on a driver’s record he gets the warning letter In effect the letter suggests it would not be wise to accrue any additional points. A driver with seven points is given an opportunity to discuss his trouble with a li censing official. He may choose to attend a driver improvement clin ic operated by the Motor Vehicles Department. Twelve points on driver’s record, “if accumulated within two years, means suspen sion of driving privileges for a pe riod of not over 60 days. A driver loses bis license, gets it back, then where does he stand pointwise? The point system says if a driv er accumulates eight (or more) points in the two years immedi ately following reinstatement of his license, then it may again be suspended. The second time for a period of six months. Any sub sequent suspension may not ex ceed one year. What are the driver improve ment clinics mentioned? A statewide series of evening classes conducted for the benefit of poor drivers by qualified Motor Vehicles Department personnel. Applicants must attend and com plete successfully four consecutive sessions to become eligible for certificates. Those attending upon the recommendation of department officials may have three points erased from their record by satis factory class work. Why no points for drunk driv ing? Such cases (and all others not listed in the point schedule) are handled under existing laws with the usual penalties upon conviction. The same is true of speeding. Drivers aware that two counts of over 55 in a year means loss of license ask: "Won't it now take four cases over a two-year peri od?" The answer—no. The law in such cases remains "as is."
