State's Driver Point System
Begins to Haunt Offenders

North Carolina’s point system,
which has been working on “prob
lem drivers” for a little over 90
days, hasn’t claimed any licenses
yet, but several drivers are at the
danger line, the Motor Vehicles
Department reported this week!

pointed out that “eight or 10” Tar
Heel drivers had accumulated at
least 11 points since the new law
went into effect last June. A point
total of 12 permits the vehicles
agency to start suspension action.
Peele also said that about 315 of
ficial caution letters had been sent
to drivers with four points against
them. And 55 drivers with seven
points in their record had been call
ed in for trouble-shooting confer
ences with licensing officials.
A -majority of those with seven
points had elected to attend one
of the department conducted driv
er improvement clinics, Peele said.
Successful work in the clinics
erases three points from the driv
er’s record.
Purpose of the point system, ac
cording to Peele, is to improve the
habits of those who persistently
drive dangerously. This is accom
plished by assigning a number of
demerit points for specific traffic
violations. Thus if a driver, even
after an official warning, continues
his unsafe practices-his points ac
cumulate. When they total 12 the

ed, “because the sane and intelli
gent driver has no points and gets
no points. Actually, the point sys
tem affects only those who will
not or cannot drive safety.”
North Carolina is one of 26 states
having similar programs for driv
er control. The point system has
been termed by leading motor ve
hicle administrators, including Dr.
Wallace Hyde of the North Caro
lina Department of Motor Vehicles,
as the fairest and most impartial
way of dealing with problem driv
ers yet discovered.
