The National COUNCIL of the Society, meeting in Boston, emphatically asserts that many actions being taken under the “civil rights” banner are a direct threat to both the person and property of every individual Ameri can, of whatever race, color, or creed.' The Society takes no posi tion with regard to segrega tion or integration. It has both segregated and inte grated chapters, in accord ance with the wishes of our members in their respective communities. The Society believes that the serious ques tions involved in this racial problem should be decided by local or regional authori ties, for the smallest practic able areas, and in no case by any unit larger than a state government. The Federal Government is strictly for bidden by the Constitution from either making these decisions or from using mili tary compulsion to enforce | them. The Tenth Amendment is i the keystone to our Bill of | Rights, and it is explicit. Our Constitution could never have been adopted without this guarantee against the very usurpation of power in which the Federal Govern ment is now engaged. The Tenth Amendment has not been repealed, and cannot be repealed, by the Supreme Court, or the Executive De partment, or even by the Congress—but only by the people themselves, acting through their state govern ments. The COUNCIL urges every patriotic American citizen to reread the Consti tution carefully for himself, and to enter into a gigantic moral crusade to insist that both the spirit and the letter of the Bill of Rights be ob served by all public officials. The present course of this Administration, by substitu ting a government of men for a government of laws, is heading us .straight for dic tatorship and tyranny.
