JONES Last week Congress contin ued at a rather slow pace as far as legislative action was concerned, Not a single roll call was conducted on the House Floor, However, the commit tees are beginning to function, I attended my first-sub-corn- mlttee hearing on various watershed projects through out the United States. We took final action of approval oneii^t projects and deferred action on hve others. Included among these approved watersheds was the Hobbsvllle-Sunbury Proj ect, basically within Ute confines of our First District of North Carolina. I believe this to be one of the finest activities of our Government for our standard of living, abun dance of food and water. Is directly related to the conser vation of our natural resources. It Is my opinion that had not a sound conservation program been Inauguarted some years ago this nation mlghthavebeen, by this date, unable to supply the needs of our own people. This situation will become more acute as we expand our econo my and continue to cover more of our soil with additional high ways, airports and Industrial sites. Further complicating this situation is the population In crease. Whatever else might be said about Federal expen ditures, this to me Is wise and necessary If we are to con tinue to provide food and water for our people. The Congress received two messages from the President. First, his proposed Civil Rights bill for 1967, which, among other things, again demands Open Housing, except this time President Johnson suggests that It be enacted and Implemented In three steps. Again, as in the 89th Congress, this legis lation would be an Infringement on constitutional rl|^ts of all our citizens regardless of race. As I stated in connection with similar legislation last year **Short term gains might ulti mately result In long term losses In basic freedoms.*’ On Thursday I made a speech on the Floor of the House re garding the action of the Nation al Democratic Party In putting In a responsible position the Honorable Charles Weltner, a former Congressman from Georgia, who resigned from Congress rather than support the Democratic nominee for Governor last November. Among other filings, Iquestion- ed the wisdom of this action as being contrary to the Democra tic Party where we have al ways held that "the majority Tru-Tread Tire Co. U. 8. Starts Friday at the Tryon Theatre. was the prevailing rule.’* I was especially concerned, when 1 recalled that only a few days ago the majority of the Demo cratic Members of Congress continued to punish John Bell Williams of Mississippi by stripping him of seniority for his failure to support the National ticket In 1964, In oth er words, I concluded that If one was to be punished then both should have been treat ed alike. To those Interested In Agri culture, there are many chal lenging problems before us this session of Congress. First, Implementation of the Mini mum Wage Act passed during the 89th Congress. Then, of course, questions confronting tobacco growers regarding tied and untied tobacco, our export market and Indliddual problems of the poundage-acre age program. I have hl^ hopes that these can be solved In a manner acceptable to most of our people, and certainly In the best interest of our agriculture economy.
