Page Two Washington Report -By-. CONGRESSMAN WALTER B. JONES Masonic Pri. - Sat. As many of you know, this past week Congress was not in session due to the July Fourth Recess. Therefore, there is no Congressional action to re port to you in this column. Since coming to Congress, one of the most difficult things that I have had to do is to make decisions in the case of Civil Service appointments. lam re ferring, of course, topostmas- ter and rural carrier positions. The manner in which these se lections are made is a rather intricate one and I believe not too well understood by many. The process Is this. If, when a vacancy occurs, a career em ployee is not sheeted, then an open competitive examination is given for any and all who desire to take said exam ination. After this Is deme, the grades are compiled and all those who make a passing score are then investigated as to per sonal habits, reputation in the community and other factors. The applicants are then consid ered as to their service career. All veterans receive five points, which is known as veteran’s preference. These five points are added to what ever cumulative score the ap plicant has received. Upon the findings of this evaluation, this office is furnished with what Is known as an eligible registry. This registry con tains three names, giving the Congressional office the right to recommend that one of the three be appointed and later confirmed by the Senate for the permanent position. In the event that a compensable veter an is Involved, that name goes to the top of the list automati cally, and under the law cannot be bypassed. AUtoo often when ttie eligi ble registry reaches my of fice, I find the names of three good friends on the same list with very little difference In the grades and each with much sup port In their own locality. The ideal situation would be to appoint all three, but unfor tunately, this cannot be done. As one Congressman so well stated, on these appointments you make one person happy and no one knows how many un happy. Another interesting fact regarding these Post Office Civil Service Examinations Is the length of time which expires between the date of the examination and the date we receive the final results. Usually this involves a per iod of elg^t to ten months. This Is due to the growth of the Civil Service system. At the present time, the Post Office Department has 699,921 employees, as of May 31,1967. These are truly difficult decisions to make. We at tempt to accord each candi date thorough consideration and try to make a final rec ommendation based on such factors as the acceptance of this individual in the commun ity, the ability he has to perform the services requir ed, and finally, insofar as possible, the feeling of the people in the area in which this service will be rendered. For my predictions as to the length of this present ses sion of Congress, I have no hopes of adjournment before the middle of October. There Is much work left for the com mittees and there are many controversial bills to be con sidered by both the Senate and the House. Congress return ed to Washington on Monday, July 10, ready to settle down to a long period of legisla tive work.
