Page Two THE NEW BERN MIRROR, NBW BERN, N. C. Friday, November 17, 1967 Washington Report -•y- CONGRESSMAN WALTER B. JONES The legislative wheels con tinue to grind slowly. On Mon day of this past week the House considered the Consent Calendar which contained 12 legislative matters ranging from the transfer of peanut acreage allotments to providing Secret Service protection to widows and minor children of past Presidents, to wit. Mrs. John Kennedy and her two chil dren. On each of these a roll call was demanded, and what should have taken two hours to com plete, caused the session to run for more than eight hours due to these requested roll calls. The remainder of the week was spent in general debate on the Economic Opportunity Amendments of 1967, or better known as the Proverty Pro gram . When Congress conclud ed Its business for the week, this debate was still in progress. It now appears that we will not vote on the Poverty Pro gram until someUmenextWed nesday or Thursday. I will report to you at a later date on the amendments and the final results of this legislation. Referring back to last Mon day, one of the most Important bills on the Consent C^endar was an Act toprovlde for trans fer of peanut acreage allot ments. This will Interest many of the peanut growers of east ern North Carolina. The bill permits the transfer and sale of acreage within counties, but not across county lines. This will become law when the Sen ate approves. The First Congressional Dis trict was honored this week when Mrs. Effle Brickhouse, Postmaster at the Columbia, North Carolina Post Office, was. The Charburger installed as President of theNa- tlonal Association of Postmas ters. I had the pleasure of attending the ceremony at the Office of the Postmaster Gen eral, Larry O’Brien. The First District and the State of North Carolina are proud of the honor accorded Mrs. Brickhouse in this important office. Saturday, November 11 was Veterans Day. As a result, all Federal employees observed Friday, the lOlb, as a holi day, inasmuch as the 11th was a Saturday. This did not apply to Members of Congress and their staffs. The usual duties of answering correspon dence, making phone calls re garding Social Security and ser- vlcemen continued In the same way. fo this question of National Holidays, much Interest is being shown In the Congressional bill proposing that all legal holi days occur on Monday, except Christmas and New Year’s Day. There appears to be divided opinions as to the desirability of this proposal. There are those In opposition for religious reasons stating that It would Interfere with church attendance on the Sunday preceeding the Monday holiday. Others oppose it on the grounds of highway safety as serting that it would Increase highway fatalities during the prolonged holiday weekend. Those who support the legis lation, on the other hand, con tend It would afford many people long, recreational weekends. Another argument for the uni form holidays on Monday Is that industry contends that when a holiday occurs in the middle of the week employee absenteeism Is very prevelent on the day before and the day after a mid week holiday. This bill is now In the Judic iary Committee and In all prob ability, will not be considered during this session of Congress. This office has received considerable mail on this sub ject and it Is equally divided pro and con. The House and Senate con tinue to have a difficult time agreeing on the reductions on appropriations. The House has shown a strong will to reduce many of the appropriation bills while the Senate continues to take the opposite position. This Is a reversal of opinion, since prior to this first session of the 90tli Congress, it was gen erally conceded that the Sen ate showed more tendency to wards conservatism than did the House.
