JONiS Last week was a hectic one in Washington with the arrival of the full compllment.of the so- called “Poor People'sMarch.“ On Thursday last, I was witness to actions which are unbeliev able in this, the Nation’s Capitol. Several hundreds of protes tors descended upon Capitol Hill and staged demonstrations in and around the Longworth House Office Building in which my of fice is located. Under the present lawspass- ed by Congress, no one is per- mitt^ to demonstrate within a certain area of the United States Capitol. Their presence was tolerated until such time as they began to chant, protest and make overt actions of demon stration. Then the police stepped in and several arrests were made. There was no violence, but nevertheless, I could not help but wonder what reactions tourists and visitors from foreign countries might have at such conduct. Another tragedy of the so- called “Poor People's March," is the result it is having on the merchants in the City of Wash ington. Usually at this time of years, the Capitol is flooded with school groups and civic groups; but not so for the last few days. They are conspic uous by their absence. The greatest emphasis of these results can be seen in the parking garages, where usually at ni^t it is most difficult to find a space in or near the theaters and cultural centers. But in recent nights, they are filled only to about 10% of their capacity, and no doubt, only by those people whose business forces them to be on the streets. After seeing many of these people Involved in the March, I have come to the conclusion that many of them have been misled and misguided into participating and no doubt, wish they had never made the long Journey here to Washington. It is difficult to believe that the Department of Interior and Administration itself will con tinue to support this type of protest which is doing so great a damage to so many. I do not believe that the Congress will be coerced Into hastily taking drastic actions as a result. Recently, I have often stated my concern over the fate of agriculture in this Congress, due to the reapportionment of its representatives. Well, it came home In full force this week when a bill which the House Committee on Agricul ture had reported out unani mously, to continue the farm support programs for another year, failed to receive a favor able vote from the House Rules Committee. The vote in the Rules Com mittee was an 8-8 tie, which means it could not be report ed out. Of course, we expect to renew this effort at a later date, to try to get the legislation from the Rules Committee to the House Floor. Also, of interest to many of the citizens of the First District was the action of the House on Monday in passing a bill to pro vide for the payment of the land which had been taken by the Fed eral Government to create the Hatteras National Park. Some of thislndebtedness ex tends as far back as 15 years, and I hope that we will be able to secure sufficient appropria tions to settle these Just debts once and for all at an early date. Henry V/instonj a well known Communist, said recently (quote)j '’...the Economic Opportunity Act...has...become the basis for organi7ing struggles in the slums and...it offers the point of departure for helping to rally the rank and file...into a povjerful mass movement....” (Unquote). Thus the Com munists admit that the American taxpayer is bankrolling the Communization of Amer ica; American Opinion Magazine recently conducted an investigation to determine who was financing and coordinating the bloody and destructive insurrection that has killed over 200 people, injured thousands and destroyed over a billion doUarc; in property. Gary Alien, reporting in t.he February, 1968 issue of American Opinion Mag azine, said (quote): "As we assembled more.,.information, we began to notice some thing very strangej we noticed that the massive civil disturbances began at pre cisely the time that the people of the United States permitted our President to establish what he called a national War on Poverty...wo began to wonder how much the War on Poverty was related to the growing number and intensity of the insur rections. It seemed incredible, but there it was. Someone was clearly financing and coordinating these riots on a national level...(and)...The trail led alvjays to the Federal Office of Economic Opportunity...the general staff and paymaster for the War on Poverty....
