JONES Last week, the Congress re cessed on Wednesday night .July 3, for a long weekend In cele bration of the July Fourth holi day. In the half week’s work, several important bills were considered and passed. Among those were the Na tional School Lunch Act, which increased the appropriations to provide more free lunches for those who are unable to pay. The bill which has attracted much attenUon nationally, in cluding that of Drew Pearson, was the NaUonal Gas Pipeline Safety Act. This bill will authorize the Secretary of the Department of Transportation to set cer tain standards regarding the Installation and maintenance of these pipelines, which extend throu^^out the United States. This act came as a result of several tragic pxplosions which have cost many lives and heavy property damage at all too fre quent Intervals. I voted for this bill on final passage. Whatever else may be said about this 90th‘Congress, it has shown a general disposition to enact safeguards for tte general public. I recall the TruUi- in-Lending Bill, and the Meat and Poultry Inspection Act, as well as the Pipeline Safety Act. This basically approves an additional three thousand miles to complete work which was approved under the original Highway Act of 1956. An interesting note in con nection with this bill was a motion to delete the funds for highway beautification. It was felt that with the economic state of the nation at this time, this could await better times. I voted for the amendment to de lete this part of the bill, and the amendment passed by a vote of 211 to 145. The Federal Trade Commis sion has again entered the con troversy concerning cigarettes and has suggested that Congress pass legislation which would prohibit the advertising of ciga rettes on television and radio. In response to this, 1 sent a telegram to Mr. Paul Rand Dixon, Chairman of the Federal Trade Commission, which fol lows: “Respectfully request reconsideration of your Com mission’s recommendation of Congressional action to ban cig arette advert! sing on tele vi sion. I do not believe that medical science is unanimous in your conclusion. I submit It is un fair to single out the tobacco Industry so long as over 50 thousand people per year are killed in automobile accidents and in all probability, hundreds of thousands either die or suffer complete failure of health as the result of excessive alcoholic beverages, yet no punitive action has been taken in this area. So long as I have the honor of representing the First Dis trict, I shall cot^nue to vigor ously oppose the unfair dis crimination that is attempting to be imposed on the tobacco industry.
