JONES Last week tne principal items of interest InWashington concerned the military. First, was the generally approved ac tion of Secretary Stanley R. Resor of the Department of the Army in announcing that there will be no prosecution of the Green Berets in connection with the disappearance of a Vietna mese counter-spy. I am con vinced that this action was a re sult of Congressional protest expressed by many of us. With over 40,000 American men kill ed in action—no doubt many of them as a result of enemy es pionage—it was Inconceivable that criminal prosecution could have been justified in the case of these young men, acting in what they considered to be the best Interest of the security of this nation. Another military matter was the House approval of the pro curement authorization for air craft, missiles, naval vessels and tracked combat vehicles for the Fiscal Year 1970. This au thorization was for a total of $21.3 billion. It is Important to understand that this is still an authorization and remains to be approved by the Appro priations Committee,as well as requiring House consideration of the Appropriations Commit tee’s actton. This year the Congress has conducted a wider discussion and a more careful considera tion of the defense budget than ever before. And this is as it should be, for with the antici pated total appropriation for national defense for Fiscal Year 1970 amounting to in ex cess of $75 billion, it is incum bent on the Congress to analyze carefully the justification of these requests. In addition, these discussions provide a more detailed explanation to the public at large. Throu^ the news media, the public is giv en a much better understand ing and knowledge of what ex actly is involved in defending this country and in keeping our commitments with free nations throughout the world. Representative L. Mendel Rivers, Chairman of the Arm ed Services Committee, had this to say: “World leader ship is atou^business. Amer ica has assumed this role of world leadership, and we can not forfeit it. We just cannot forfeit this leadership. We are the only ones who can handle it, so now let us handle it.’’ The House considered the military procurement authori zation for three days, while consideration of procurement by theSenatetook 2-1/2 months. The House approved version was $1.8 billion less than the request made by former Sec retary Clifford in January, and $663 million less than the a- mount requested by Defense Secretary Laird on April 15. H. R. 13300 was a bill to a- mend the Railroad Retirement Act of 1937 to accomplish man datory retirement and the ex tension of supplemental an nuities. This bill was a re sult of an agreement between over 80% of the membership of the unions Involved and the management of railroads. In spite of this, most members of Congress were flooded with protests from non-affected un ions urging the defeat of this bill. Apparently these union leaders were unaware that this legislation was necessary to validate any sort of an agree ment, because the Federal Gov ernment, throu^ previous C ongressional action, is the ad ministrator of this retirenient svstem. Many of you have forwarded to this office pornographic ma terial of the most repulsive and perverted nature, received by mail. On each occasion i nave diligently called this to the at tention of the Postmaster Gen eral, as well as the Department of Justice, demanding that some action be taken. Finally, last week the Post Office Depart ment denied the use of rental boxes to individuals who use them for Immoral or improp er purposes as determined by the Department’s General Council. In addition, eight pubUshing firms have been ar rested or Indicted on charges of violating Federal or State por nographic statutes. I hope that this indicates an end to the practice of using the malls for the dissemination of this type literature.
