But, the Appropriations Committee restor^ $104 million to con tinue this much needed pro gram. Also, the President's budget did not request any funds for the Agricultural Conservation Program, more popularly known as AcP. Here again, the Committee, with the House sus taining the action, provided $195,500,000. Certainly, soil and water conservation must be consid ered a vital part of any attack on pollution. Of interest to our rural communities of the Dis trict was the successful effort of a few of us to provide $44 million in additional funds for rural water and sewer projects. The Committee had proposed $56 million, and with the suc cessful amendment, the House version brings this to a total of $100 million. Contrary to the action of the past two years, the House refused to place any limitations on subsidy pay ments. The consensus was that if limitations are to be imposed, they should be contained in the general agriculture bill at a later date. All farmers should be aware of the tobacco referendum vote for the tobacco support pro- 6ram to be held sometime in mid July. Tills vote will provide for a continuation of the sig>- port program for the 1971-72- 73 cropsi For the past two years, more than half of the total production of flue-cured tobacco has been exported to our foreign mar kets. The support program pro vides for more development work overseas which will help maintain the foreign demand. So, it is extremely impor tant that those who are involved in the production of tobacco cast their vote both for the support program and a continu ation of Tobacco Associates, Inc. This action is in answer to those who have been critical of Congress not becoming more involved in the military deci sions and activities of this nation. In other action, the House approved the Clean Air Act amendments for 1970. Among other things, it authorizes the Secretary of HEW to estab lish nationwide ambient air quality standards, and also authorizes the testing of any new motor vehicle or engine as it comes off the assembly line in order to determine whether the vehicle conforms with the applicable emission standards. The authorization provides for an ai^roprlatlon of $200 miUlon for fiscal year 1971; $250 million for '72; and $324 million for '73. This compares with a previous high figure of $185 million for fiscal year 1969. The 1971 MUltary Construc tion appropriation bill was ap proved totaUng 41 bUlion, 997 million. The budget estimate was in excess of $2 billion, but the Committee reduced this fi gure by almost $138 million.
