JONES The proposed plan to con solidate the Draft Boards throughout the nation including the State of North Carolina has now been tentatively postponed. This is due to an amendment to the Military Manpower Act approved by the House a few days ago which contained language requiring the National Selective service to maintain a draft board in every county where one is now in operation. Much criticism arose about the proposed change due to the hardship it would put on local boards as well as the draftees. The Congress recessed Wednesday, April 7, for the Easter holidays, and will reconvene on April 19. The major legislation passed by the House last week was the consideration of the Office of Education and Related Agencies Appropriation Bill for fiscal year 1972. The total appropriation was in the amount of $4.8 billion for the fiscal year beginning Juiy 1. The most heated debate took place on an amendment which would increase the ap propriation by $728.6 million. This was known as the Hathaway amendment. In a close vote, the amendment was defeated 192 to 187. In addition. Congressman Alton Lennon successfully of fered an amendment to in crease the appropriation for impacted area funds in the amount of $30 million. This basically increases the amount ailocated for category B students in the School Districts affected. Previously I have reported to you on the Whitten Amendment in the education biil which expresses Congressional intent that no funds can be used for forced busing of school pupils or withheld to cause a parent to send a child to a school against the parents’ wishes. An amendment was offered to remove this language from the bill, but was reject^ by a vote of 205 to 149. On the amendment to remove the “freedom of choice” language, this was defeated by 157 to 92.
