JONES Up In Arms The United States House of Representatives is being organized more slowly than any session since I have been a Member of Congress. Last week, February 3, marked exactly one month that we have been in session, and several committees still have not had organizational meetings which therefore precludes action on legislation which has been In troduced. However, the House Com mittee on Agriculture did ap prove a bill by a vote of 28-6 which would require the Secretary of Agriculture to continue the Rural En vironmental Assistance Program (REAP) which has meant so much to the preser vation and ccHiservation of our natural resources, and which has assisted many farmers in complying with some of the rigid rules of the En vironmental Protection Agency. Many of us in the Congress approve of the President’s [ffoposed reduction in spending, but we also question his priorities in these reductions. For an example, in his plan to terminate the Economic Development Administration which has been so valuable in brining water and sewerage to small communities not only for the benefit of the local residents, but in many cases has been the means of at tracting new industry which the economy of eastern North Carolina continues to need, a great financial burden will be placed on the local com munities. There are so many areas of government where reductions could be made without crippling necessary services. I am thinking of the wasteful foreign aid program, the billions we have invested in space, and on a more personal note, if one could examine the number of high paid employees in the Executive Branch itself, they would be quite surprised. For example, Robert L. Shultz, carries the title of Special Assistant to the President for Liaison with Former Presidents,” with a salary of $35,000 and in all probability, an almost unlimited expense ac count. Since at no time have we had more than two former Presidents, I question the necessity of this office. I have had the pleasure of participating in two events in the District in recent days, both of which made a very favorable impression on me. First, I had the pleasure of flying down to Washington, N. C., to visit the Weyerhaeuser Company Tree Farm. When this tree farm was dedicated a few years ago, it was one of my first public ap pearances since becoming a Member of Congress. On this occasion a few days ago, I joined in planting the 20 millionth tree which has come fi'om the tree farm since its creation in 1967. Also, Weyerhaeuser predicts that they will have a total planting of over 100 million throughout the United States in this calendar year.
