County Board adopts specs
l|New Vanceboro School
one step closer

At their meeting on Feb
ruary 21, the Craven Coun
ty Board of Education
adopted the educational
specifications for a new ele
mentary school in the
Vanceboro area. Miss Ruth
Hoyle, Assistant Superin
tendent of Curriculm, pre
sented the plans, saying
that she felt that these
specifications "reflect the
needs of students faculty,
and community.”
These plans are just the
first in a long series of
steps which must be taken
before the new school be
comes a reality. The first
step of course is to secure
the funds needed for con
struction. The board voted
to ask the Craven County
Commissioners for one' mil
lion dollars over a three
year period. This means
that is will be 1983 before
construction begins. The
board agreed to provide an
additional million dollars
from the county’s surplus
capital in the Unexpended
Fund.
These specifications call
for a 56,000 sq. ft. complex
with 7 pods of 4 rooms
each. If these specifications
are implemented as they
are, the building will in
clude a media center for
instructional materials,
such as, films, television,
and books; a resource area
for special education and
remedial reading students;
and a cultural arts center
for music and art education.
In other action the board
agreed to accept a bid from
Stadiums Unlimited for
aluminum bleachers at
West Craven and Havelock
Junior High Schools. The
bleachers will cost about
$10,000. Hiram Mayo,
Superintendent, advised
the board that the West
Craven Junior High will
need athletic equipment in
order to be accredited by
the Southern Association of
Schools and Colleges in
June. Mayo reported that
William Rivenbark, princi
pal, had informed him that
the school would need base
ball and track equipment.
The board also voted to
endorse efforts to equip the
New Bern and Vanceboro
area with one telephone
service. The members felt
that such action would
benefit the school system
since it would put all of the
schools in the western sec
tion under one exchange.
Roger Forrest of Vanceboro
brought this to the atten
tion of the board saying,
“We are making every ef
fort to secure this.”
Other business included
the revisal of the policy of
promoting students. Stu
dents with learning prob
lems and slow learners can
be now be held back three
times before they ar pro
moted to the tenth grade.
They can be retained once
in the K-3 grades, once in
4-6, and once in 7-9, if
needed.
At 7:30 the board held a
public hearing with the
New Bern City School
Board to hear the public's
ideas on the proposed mer
ger plan for the two school
systems. Fourteen interes
ted persons gathered at the
Craven County Courthouse
to ask questions concerning
the plan. Following the
hearing, both boards
officially adopted the plan.
Scouts, Leaders honored at
Annual Blue and Gold Banquet

Scouts from Pack 58 and
Troop 58 were presented
with the badges, and
awards that they had
earned in 1978 at the
Annual Blue and Gold
Banquet held on February
23, in the Farm Life School
afeteria. In the opening
remony, the Webelos Den
lead those present in the
Pledge of Allegiance and
sang “America”. Following
the invocation by Webster
butler, a delicious cover-
dish dinner was enjoyed by
all.
After dinner. Cub Scout
master Ron Chapman wel
comed everyone and recog
nized several distinguished
guests. Among these were
Lewis Waskey, Neuse
Basin District Executive,
and Vanceboro Mayor
Jimmie Morris, Institution-
I Representative for Troop
Cub Scout Den 1 gave a
skit about the spirit of Lord
Baden-Powell, who was the
founder of the scouting
program. Other scouts then
told about the different
aspects of .scouting.
Next came the time that
the scouts had been waiting
for, the presentation of the
awards. Cub Scoutmaster
Ron Chapman presented
the awards to the Cub
Scouts, while Scoutmaster
Richard Cannon gave the
Boy Scouts their badges.
Following this. Senator
Joe Thomas presented the
scouts with an American
flag, and Cub Scout Den 2
gave a candlelite closing
ceremony.

Huff wins
Grand Prize
Jay Huff, son of Mr. and
Mrs. Jimmy Huff of Vance
boro, narrowly hung on to
win the Grand Prize in the
first Basketball Contest
sponsored by the High
lights and area merchants
during the past two
months. Jay will receive
two tickets to the finals of
the NCAA Eastern Region-
als in Greensboro and fifty
dollars in expense money.
Huff finished first with 32
points, followed by Earl
Wright with 30, and a fast
closing Billy Johnson who
finished with 28 points. Jay
also won $27 during the
course of the contest in
individual prize money. The
Contest, which saw fifteen
contestants split over $200
in prize money, lasted eight
weeks and required
entrants to predict the
winner in ten games to be
played on that upcoming
weekend. In addition,
entrants had to predict the
winner of an eleventh game
and guess how many points
that team would score.
During the contest, only
two entrants had perfect
guesses. These were Billy
Johnson and his brother,
Leslie of Ft. Barnwell. The
