Summer Youth
Employment
RALEIGH-GIenn R. Jernigan, Employment
Security Commission (ESC) Chairman, announced
today that 30 ESC staff coordinators will be placed in
ESC offices throughout the state to promote summer
youth employment.
Jernigan said, “We are anxious to complement the
Governor’s special task force in applying maximum
efforts for youth summer employment opportunities.
Twenty coordinators will be located in local offices
for special emphasis on youth programs. Ten
additional coordinators will supplement outreach to
migrant and seasonal farmworkers in primarily
rural areas. The statewide network encompasses 85
offices serving all 100 counties.’’
"We will also be involved with CETA allocations
for summer youth programs,” said John B. Fleming,
Director of ESC’s Employment Service Division.
According to Fleming, all ^nds will be expended in
normal categorical programs and participants must
meet CETA eligibility requirements. “Some local
ESC offices have already contracted for CETA
summer youth programs. Those local ESC offices
which do not have specific contracts will cooperate
with CETA program operators who do have
contracts referring to them youth who qualify but
lack job opportunities through our regular ESC
system,” said Fleming.
Melvin D. Starnes, Manager of Manpower
Programs at ESC said, “Our contract with Balance
of State, the city of Charlotte and the Greensboro
Consortium should total $3.5 million for the
operation of summer youth programs.”
Jernigan said, “We plan to use many methods in
our support for youth employment. Our managers
will be contacting employers who have the most
potential for providing job openings particularly
agriculture, fast food, construction and lawn care.
We will coordinate, also, with community leaders,'
youth groups, schools and the youth themselves.
