June 10,1982 NEW BERN HIGHLIGHTS Contracts Awarded # Summer Program The New Bern-Craven County Board of Educa tion will offer a summer feeding program this summer in conjunction with the recreational activities of the New Bern City and Craven County Recreational Depart- pients. The day camp locations are: James City Community Building, Pembroke Community Center, Riverbend Barn Garage, Bridgeton Elementary School, Dover Community Build ing, Harlowe Godgette School, Perrytown Community Building, Vanceboro Elementary School, Havelock Middle School, Brinson Memor ial Elementary School, Craven Terrance, Trent Park, D. E. Henderson Park, and Duffy Field. A free bag lunch will be provided at each site for all children regardless of race, color. National origin, sex or handicap. Flower Drying Learn ‘N’ Lunch Take a tip from the housewives of yesteryear and preserve summer’s bounty of flowers (and weeds) for attractive winter bouquets. The Craven County Agricul tural Extension Service will conduct 2 demonstra tions on flower drying on June 17. One session will be held at 10:00 a. m. at the Extension Office, 509 Broad Street in New Bern; the 2nd session will be held at the Havelock Public Library at 2:00 p. m. The sessions should last approximately 1 hour. According to Miss Susan Nobles, Associate Home Economics Agent, the programs will cover the 3 W's of flower drying-What, When, and Where to gather flowers- and demonstrate several methods of drying flowers. There is no charge for the program. Call Susan Noble at 633- 1477 if you need more information. The Agricultural Extension Service will have Learn ‘N’ Lunch on Tuesday, June 29th and Wednesday, June 30th, at 12:00 Noon at the Extension Office, 509 Broad Street, New Bern. RALEIGH— “Nationwide, in FY 1981, contracts for more than $1 billion were awarded to over 6,000 contractors for an average in excess of $165,000 per contract,” said Glenn R. Jernigan, Chairman of the Employment Security Commission (ESC). Twenty-one counties in North Carolina have been classified as labor surplus areas. The eligibility status is effective from June 1, 1982 through May 31, 1983. Employers located in classified labor surplus areas are eligible for preference in bidding on federal procurement contracts. Jernigan said, “The purpose of the labor surplus area procurement preference is to help guide a portion of the government procurement dollars into areas with the highest unemployment and severe economic need.” The award of a government procurement contract may delay the cutback in an employers’ work force and could even result in the addition of new employees. Counties classified as labor surplus areas are: Ashe, Bladen, Brunswick, Cherokee, Clay, Cleveland, Edgecombe, Franklin, Graham, Halifax, Hoke, Northampton, Person, Richmond, Robeson, Rockingham, Swain, Tyrrell, Vance, Yancey and Cumberland County except the city of Fayetteville. Employers in North Carolina can get information on bidding for federal procurement contracts by contacting the General Services Administration Business Service Center, 75 Spring Street, S. W., Atlanta, Georgia 30303. Eligibility criteria are contained in legislation which established Defense Manpower Policy No. 4B and Executive Orders 12073 and 10582. According to Donald A. Brande, ES Research Director for ESC’s Labor Market Information Division, “An area must have had an average unemployment rate of 9.0 percent between January 1980 and December 1981.” The Labor Market Information Division develops the unemployment data used in determining eligibility as a labor surplus area. “Representatives of local offices will be calling on emplo.vers,” said John B. Fleming, Employment Services Director for ESC, “and they will be ready to discuss benefits to employers who are operating in designated areas.” Fleming indicated that he hoped to involve the influential Job Service Employer Councils in developing participation by business and industry. Interest and support by veterans organizations and affiliates around the state have been expressed.
