The planned guide
lines need the Secre
tary of Health, Edu
cation and Welfare
(HEW), Caspar W.
Weinberger's signa-
ture to be adopted as
an addition to Title
IX of the Educational
Amendments of 1972,
which prohibits sex
discrimination in ed
ucational institu
tions receiving fed
eral funding.
According to the
proposed rules, all
sports teams would be
considered a single
competitive athletic
program regardless of
whether the athletics
were conducted at the
freshman, varsity,
club, or other level.
"No person shall,
on the basis of sex,
be excluded from par
ticipation in, be de
nied the benefits of,
be treated different
ly from another per
son, or otherwise be
discriminated against
in athletic program
or activity," the
guideline report
states.
The report also
suggests affirmation
efforts • to correct
inequalities where
competitive athletic
opportunities had
previously been limi
ted. Institutions
would be required to
determine in what
sports the formerly
excluded sex desired
to compete and whe
ther or,not in teams
separated on the ba
sis of sex.
University of Ill
inois women have or
ganized a group
called "Concerned Wo
men Athletes" to com
bat unequal funding.
The men's intercolle
giate sports program
at Illinois is sup
ported by $2.4 mil
lion a year while the
women's program re
ceives a $4500 state
appropriation.
Concerned Women
Athletes intend to
file suit under Title
IX, but the Universi
ty maintains the
men's programs are
sponsored by the Uni
versity Athletic•as
sociation from gate
receipts, donations,
and memberships se
