George W. Wickersham, the chairman, addressed the letter to Franklin D. Roosevelt, Governor of New York, who read it before tne meeting. There was a general belief that adoption of such a law would embody nn important govermental recogni ‘ion of State’s rights, for it would mean the withdrawal of the Federal government from local enforcement., having all such responsibility with ‘.he states. Opinions Governor Gardner: ‘I ‘think the letter expresses the law enforcement situation clearly. In regard to modi fication, my opinion is that the last election expressed the sentiment of the country.” Governor Case, Rhode Island: The subject is one on which 1 have no opinion to offer.” Governor Roosevelt, New York: ‘‘The proposal and the discussion of it by Mr. Wickersham are purely speculative. Beyond that I don’t want to say anything.” Governor Hammilll, Iowa: “The suggested division of authority is a forward-stepping move. The mention of modification denotes weakness. We should educate and build senti ment amoung our citizens so they will cooperate in the enforcement of all laws. Modification then would not be necessary.” Governor Richards, South Carolina “In my opinion, modification is necessary, but it wil never take place in my state.” Governor George Dern, Utah: “The suggestion of division of authority sounds logical. It will be of great aid in doing away with the passing of the law enforcement buck. In my opin ion, there never will be modification in Utah. If so-called public-spirited citizens obey the law there can be no difficulty in enforcing it.” Governor Byrd, Virginia: ‘The pro posal is very interest .ng, I want to study more of it before I comment on it.” Governor Caulfield, Missouri: “In teresting constructive.” Governor Conley, W. Va.: “We en force all the laws in West Virginia, and so far as we are concerned, we don’t need modification of the pio hibition law in our state. The topic was “Prayer.” A splendid program was presented by Misses Audrey Cook, Emma Matthews Hattie Humphries, Annie Hancock, Pauline Kendrick, Mrs. B. O. Cooper, Mrs. Edwin Ful ler and Mrs. George Pappendick. Other members present were Mrs. R. L. Britton, Miss Edith Davis, and Miss Mary Walter Shell. After the program a social hour was enjoyed and delicious refreshments were ser ved by the hostess. Mrs. P. E.
