FOR POLICE INSTITUTED BY CHIEF Storm sewer work progresses rapidly with Spring weather in the South Ward where sewer ditches are not so deep and the last of, this week should see the main por tion of ditch work done in that section. This excepts that part from the Christian Church to the Hospital which should be finished next week. In the North Ward, gravel covers the two business blocks and work on top surface will begin next week. .Prognos ticators place completion of both business sections April 20th, good Weather permitting. Others say May first. I Speaking of storm sewers, Stormey Weather, traffic officer, now rides a motorcycle, while Chief of Police Early has a squad car, new equipment of the City Police Department. Those who have been fearful of their chil drens’ safety, especially in resi dential streets since traffic has been detoured off the Avenue, should be relieved, to know that traffic will be better regulated on those streets in the future. --o (Continued on page Four) -o New State Law For Elections Changes in the State elec tion laws are in the bill pre sented in the Senate yesterday by Senator Julian Allsbrook. The changes have the appro val of the State Elections Board. Under the Senator’s amend ments, the fees of election of ficials will be raised from $3 per day back to $4 per day. Precincts casting more than 1,200 votes will be divided in to two precincts. A new State-wide registra tion for county-State books is called for to be followed by registrations once every ten years. Separate registration books for each political party will be used in the future. Instead of from sunrise to sunset, time for elections is set at from 7 a. m. to 6 p. m. They’ll Restore German Might Germany’s regular Reichswehr army of 100,000, a section of which is shown above, will be trebled as a result of Adolf Hitler’s sensational announcement that universal military conscription would be resumed throughout the Fatherland, Versailles treaty to the con trary. OLD FEE SYSTEM IS ABOLISHED AND MEN ARE ASSIGNED BEATS ■-O A “new deal” for Roanoke Rapids police department has been ushered in with the appointment of T. A. Early, former lieutenant in the state highway patrol and veteran North' Carolina enforcement officer, as chief. Changes are taking place rapidly, aimed at the betterment of working conditions of the force, and indications are that the regime of the stal wart man who stands as “boss” of the city cops, will be a most efficient one. One of the first moves on the part of Mr. Early was the abolishment of the “fee” system, under which members of the city police force have been working. In spite o,f the fact that full-time officers of the Roanoke Rapids police force re ceive regular and set salaries for their work, they have here to-fore been allowed a fee a part of their remuneration when making an arrest. Beginning April 1st, no officer con nected with the Roanoke Rapids Police Department will re ceive any fees whatsoever for services rendered in the City or within the one-mile jurisdiction outside the city limits, according to “Official Order No. 1,” made public today by Chief Early. The order further specifies that all fees de rived from arrests and subpoenas, jail fees and service on out-of-town warrants will be turned directly into the City Treasury. Mr. Early has also assigned patrol duty and set nours under which each officer wi'll work. The latter order is ef fective Sunday midnight. The first assignment of patrol duty will place Officers Dobbins and Lewter in the North ward, Dobbins coming on duty- at midnight, and working until noon, at which time Lewter will relieve him and work until midnight. Officers Massey and Greene wll be on the South ward “beat” with Massey working .from midnight until noon, and Greene from noon to midnight. Traffic Seargant Kirkland, newly acquired member of the force, is assigned to general patrol and traffic duty under the order, and will work generally from 10:00 A. M. -O (Continued on Page Twenty-nine) A CAPELLA CHOIR AT METHODIST CHURCH SUNDAY_ The A Capella Choir, of High Point College, which thrilled' a capacity audience at the Roanoke Rapids Metho dis Church last Spring, will appear there again next Sunday, March 31, at thef eleven o’clock hour. The choir consists of thirty-five voices. The choir is directed by Miss Margaret Sloan, head of the department of music at the High Pbint institution, and it is managed by Rev. N. M. Harrison, a Halifax County boy. who is also serving as Promotional Secretary of the college. From Roanoke Rapids the group will go to Henderson, where it will givie a program at the Stevens Theatre at 4:0® o’clock that afternoon.
