J. F.dgar Hoover (center) is Director of the famed Federal Bureau of Investigation. At his left is Albert Coates, Director of the North Carolina organization. This is the first time that the Federal Bureau has entered into such a relationship with the law enforcing officers in any state, and is regard ed as a high tribute to the work which The In stitute has already done in this field and as suggesting a pattern for other sections of the country. The Institute of Government specially requested the services of Mr. Scheldt due to the fact that he has been through all phases of the training and work of the “FBI” and that the last two of his five years with the Bureau have been spent in working with North Carolina officers out of the Charlotte branch. He is also a North Carolinian, a graduate of the University Law School, and a former student of Mr. Coates.
