Mr. Carroll Wilson, Editor,
The Roanoke Rapids Herald,
My dear Carroll:
Thank you for your esteemed fa
vor of the tenth instant which ap
peared in the HERALD last week
relative to an item of $300,000 rec
ommended by the President for the
Public Health Service for 1940.
The Committee on Appropria
tions, before which this matter is
pending, and of which I am a
Member, has made available over
$27,500,000 for the Federal Public
Health Service in 1940. I am very
proud that we are providing the
largest Public Health Program for
next year that has ever been under
taken by the Government. This
$300,000 is a supplemental request
to provide additional technical ad
vice by the Public Health Service
in connection with W.P.A. drain
age and sanitation projects which
are carried out with W.P.A. funds.
This estimate is not for the opera
tion of our health projects but for
additional advisory service render
ed by the Federal Health authori
ties.
I think that our W.P.A. drainage,
sanitation and health program is

In connection with our Health ]
Program, I am glad to state that
I was successful recently in get

W.P.A. project for the construc

areas in Halifax County where sew

project will operate throughout
Halifax County and the Federal al

With very best wishes, I am,
