BOARD TAKES UP IMPORTANT ITEMS AT MEETING TUES. The Roanoke Rapids City Board of Commissioners met in a regular meeting in the Commissioners’ Room last Tuesday to take up some Important items at that time. Fol lowing are the minutes of the meet ing; The regular meeting of the Board of Commissioners of the City of Roanoke Rapids was held in the Commissioners’ Room on Oct. 3, 1939, at 3:00 o’clock, P. M. Present: W. B. Allsbrook, Mayor M. D. Collier, J. B. Gurley, J. C. Smith, R. I. Starke, Geo. N. Taylor, F. C. Williams, Commissioners. The Mayor called the meeting to order and stated that the Board was ready for the transaction of business. The minutes of the meetings held September 5, 12 and 20, 1939, re spectively, were read and approved. Sidewalk on Seventh Street: Mr. T. J. Alford appeared before the Board and asked that a sidewalk be graded on the South side of Seventh Street from Jackson Street to the East side of Henry Street. The matter was referred to the Street Committee. Appropriation to Halifax County for Milk Inspection: Dr. Sykes ap peared before the Board and asked that the appropriation to the Hal ifax County Health Department be restored. Dr. Sykes stated that this appropriation, together with appro priations from the other towns in Halifax County, was used exclusive ly for milk inspection and that if the appropriation is • discontinued there will be no milk inspection in Roanoke Rapids as there is no State law on the control of milk. Motion was made by F. C. Wil liams, seconded by R. I. Starke, that the sum of $28.75 per month for this fiscal year be appropriated to the Halifax County Health De partment for milk inspection and that such appropriation be made from the Emergency Fund. Motion carried. Bond Resolution: F. C. Williams, M. D. Collier. To issue $17,500 Street Improve ment Bonds. Clerk authorized to request Local Gov. Commission to sell bonds. Bidder bids interest rate. Purchase of Rock Crusher: The Mayor stated that Mr. Christie had informed him that it was necessary for the City to either purchase or rent a rock crusher for the Cross Streets Project. Motion was made by R. I. Starke, seconded by J. B. Gurley, that the Street Committee and Mr. Christie be and hereby are authorized to investigate the matter and either purchase or rent a rock crusher. Motion carried. Chockoyotte Creek Project: The Mayor stated that he had taken up with the CCC the matter of pro curing a CCC project for mosquito control on Chockoyotte Creek, but that he had received a letter stat ing that this type of work is out of their line. Fire Chief: Dismissal of J. A. Lipscomb and Appointment of W. C. King. The Mayor stated that at the last meeting a motion had been made by J. B. Gurley that W. C. King be employed as Fire Chief and full time fireman, and that the said motion was now before the Board. Mr. Gurley stated that since the insurance regulations will not per mit a full time paid fireman to act as Chief that he desired to change his motion to apply only to employ ing Mr. King as Fire Chief. Mr. George N. Taylor presented the following record of W. C. King during the time he was a member of the Roanoke Rapids Fire De partment and asked that the same be made a part of the minutes: W. C. King: Made application for appointment as fireman on May 6, 1937; accepted in Department June 3, 1937; attended 8 meetings out of 12; attended 17 drills out of 29; answered 19 fire calls out of 52; did not spend any nights at Building; resigned August 27, 1938 on account of sickness. A discussion ensued in regard to firing the present Chief and the Mayor stated that the appointment of some person in his place would automatically fire him, but it ap pearing that some of the Commis sioners desired that the question be voted on before Mr. Gurley’s motion was put, motion was made by J. C. Smith, seconded by J. B. Gurley, that J. A. Lipscomb be fired as Chief of the Fire Department for drinking and allowing members of the Fire Department to attend a fire while under the influence of intoxicants. The motion was put with the fol lowing result: Ayes: J. B. Gurley, R. I. Starke, F. C. Williams John C. Smith. Noes: Geo. N. Taylor. M. D. Collier did not vote. Motion was then made by Geo. N. Taylor, seconded by F. C. Wil liams, that Bruce Camp be appoint ed Fire Chief. Motion was made by F. C. Wil liams, seconded by M. D. Collier, that the nominations be closed. Motion carried. The Mayor stated that since the nominations were in the form of motions that Mr. Gurley’s motion for the appointment of W. C. King be voted on first and the said mo tion was put with the following re sult: Ayes: J. B. Gurley, R. I. Starke, J. C. Smith. Noes: Geo. N. Taylor, F. C. Wil liams and M. D. Collier. The Mayor broke the tie by vot ing in favor of said motion and the same was declared carried. Commissioner Taylor stated that he desired to go on record as con sidering Mr. King inefficient for the position of Fire Chief. Mr. Tay lor stated further that he had had considerable experience with the Fire Department, having been in close contact with it since its or ganization and that he was afraid that such changes in the Depart ment may upset the insurance rat ing which the City now has. It was unanimously decided that the change in Fire Chiefs become effective immediately. Honors Sister Mrs. W. Turner Stephenson of Garysburg delightfully entertained on Saturday afternoon at six tables of bridge, honoring her sister, Mrs. Shields of Kinston. The living and dining room were thrown ensuite and most tastefully decorated with fall -flowers. At the cnclusion of the games, Miss Julia Turner was winner of high score prize, a piece of Stancel pottery, Mrs. T. A. Whitfield, sec ond high, receiving a linen bridge cover, and Mrs. Allen Pierce receiv ed the traveling prize of individual powder puffs. The hostess served a salad course with coffee. She was assisted in serving by Mrs. Milton Norman, Misses Jane Shields and Annie Fishel. The guests present were Mrs. Leon Shields of Kinston, Mesdames T. A. Whitfield, Allen Pierce, J. S. Selden, Shepherd Green, DeLeon Green, Meade Mitchell, and Miss Julia Turner of Weldon, Mrs. J. A. Suiter of Garysburg; Mesdames Charles Boykin, John Fenner, Quentin Gregry, F. W. M. White, Hugh House, Gilbert Vaughan, V. C. Matthews, Milton Norman, Swain Norman, R. L. Applewhite, E. L. Travis, Miss Nannie Gary, all of Halifax, and Miss Jane Shields of Kinston, Mrs. Mason Morehorn and Mrs. Ruth Coppedge. Fire Alarm Tues. An alarm was turned in to the Fire Department last Tuesday eve ning about 7:15 for a chimney blaze in the home of Jake Lassiter at 238 Hamilton St. The firemen arrived on the scene before any damage was done.
