THURSDAY, MAR. 6, 1941_NUMBER 34 BILLS IN HOUSE, SENATE Dike Repairs & Salary Fixing Before Assembly Two House Bills and a Senate Bill were introduced to the Gen eral Assembly last week by Hal ifax County’s three Legislators. House Bill 447, introduced by J. R. Allsbrook and B. B. Everett, would authorize the County Com missioners of the county, in their discretion and after a public hear ing on the matter, to expend or lend surplus funds for the repair of dikes on the Roanoke River damaged by the floods in August, 1940. This bill drawn up and sent to the county representatives from a meeting of the Board of County ■Commissioners several weeks ago, “without prejudice”, would author ize the commissioners to make either grant of aid or loan, or both, from surplus funds after a public hearing on the matter. The bill would also authorize Halifax Dike District to cover area bene fited and to administer the fund. If loan is made, repayment may be by ad valorem taxation on members of the district or by special assessment, graduated ac cording to benefits received. The bill would provide for election on Dike District, acceptance of loan, and method of payment. It would also provide machinery for repay ment, assessment, appeals and rec ords. The bill was sent to the Senate Committee on Judiciary 2, Febru ary 24. House Bill 478, introduced by Allsbrook and Everett, would rati fy the acts of J. G. Butts, L. A. Parks, and Edward Meyer, justices of the peace of Halifax County. It would ratify all acts performed by the men as J. P.'s since their focmo avniroH The bill was sent to the Sen ate on Judiciary 2, March 1. Senate Bill 215, introduced by E. L. Travis on February 27, would fix the salaries of the Clerk of the Superior Court and of the Register of Deeds of Halifax County at $3,600 per year, payable monthly, beginning March 1, 1941. The bill was sent to House Committee on Judiciary 2, Febru ary 27. Actions on other bills that have been introduced by the Halifax Representatives were as follows: House Bill 210 (on Scotand Neck elections) passed second and third readngs in Senate on February 28; House Bill 310 (Halifax Tax Col lector) passed second and third readings in Senate on March 1. THOUSANDS ENDORSE WILSON Several thousand citizens of Hal ifax County have signed petitions to the Governor asking him to appoint Carroll Wilson of Roanoke Rapids as State Highway Com missioner. The petitions are still in circulation in all, parts of the county and it ,is estimated that 5,000 citizens of the County will have signed by tonight. City Boards and Mayors of Roa noke Rapids, Scotand Neck and Halifax have endorsed Mr. Wilson as have the Roanoke Rapids Mer chants Association, Roanoke Rap ids Kiwanis Club and other or ganizations. Other city boards and clubs are expected to take similar action in a united effort to gain the appointment for Halifax Coun ty. City Commissioners F. C. Wil (Continued on Page 12, Sec. COUNTY BOARD AGREES City Would Get 1770 Net Profit Of 2 Stores Here That Roanoke Rapids and oth er municipalities in Halifax Coun ty will receive a portion of the net profit from the liquor stores in the county is highly probable. An agreement was reached in a meeting among members of the Halifax County Commissioners, representatives from three munici palities in the county, and the county legislators Tuesday night at Raleigh for the incorporated towns and cities to receive 17 per cent of the net profits made from the stores inside the respective corporate limits. Heretofore, the total net profits from the sale of liquors in the seven stores under the supervision of the Alcoholic Board of Control have gone to the county. The office of the ABC in Hali fax County said today that the net profit from the two stores in Roanoke Rapids for the year 1940 amounted to $32,882.41. At 17 per cent the city would have received a revenue or $o,d»9.94 ior tne past year. Total profits from all the stores in the county (at Enfield, Wel don, Scotland Neck, Tillery, Little ton, and two at Roanoke Rapids) amounted to approximately $90,000 last year, the two stores here mak ing roughly a third of the total profits for the entire county. Mu nicipalities in the county will re ceive approximately $15,000 from liquor sales next year, provided the sales remain about the same for 1941. Under the new set up, the coun ty will receive 83 per cent from six of the stores and 100 per cent from the seventh store, which is located at Tillery. Tillery is not !_4. _ J M. D. Collier, one of the repre sentatives from Roanoke Rapids to attend the meeting in Raleigh Tuesday night, said today that the new ABC law would mean that Roanoke Rapids would be able to adopt new measures greatly need ed throughout the city. This city would not receive any profits from the stores located in Weldon, Enfield, Littleton, and Scotland Neck; nor would those towns re ceive any profits from the two stores here. The agreement reached Tuesday night was left in the hands of Representatives Julian R. Alls brook and B. B. Everett and Sen ator E. L. Travis. These men are expected to draw up the bill, which will be in effect an amend ment to the Halifax County Alco holic Board of Control law, and (Continued on Page 12, Sec. A)
