Alexander, Jr., President of the North Carolina State Conference of Branches recently re leased the following statement regarding the shooting of Mayor Sidney Bowen. “Regardless of the conclusion reached by the Columbus Countv grand jury, the NAACP believes that the shooting of Mayor Sidney Bowen by Stale Trooper A.E. Morris re mains a deplorable act of police aggression against an unarmed civilian. Mayor Bowen’s untimely death has served to highlight the awesome power of life and death carried in the hands of the police offi cers of this state, it is a power that needs to be tightly constrained and only used in situations of the direst necessity. “The NAACP plans to meet with the Assistant Secretary of Crime Control, who is the civil ian head of the Highway Patrol, to discuss in full our concerns about the internal investigative procedures used by the patrol when questions of Trooper excessive use of force are raised. We also plan to discuss with him the degree to which trooper training and retraining prepare troopers to deal with a multi-ethnic society. “The NAACP also be lieves that it is in the best interest of the citi zens of North Carolina that Trooper A.E. Morris not be returned to ac tive duty until the Federal Bureau of Investigation probe of the events surrounding Mayor Bowen's death is completed. We plan to renew this request with the Assistant ^cretary. “Over the last decade community leaders and community-based or ganizations have re ceived an increasing number of complaints about police aggres sion. The NAACP State Conference Executive Committee will meet in Columbus County in April to chart a strategy tor the training of com munity-based leader ship to effectively moni tor the actions of police agencies, document abuses and lodge ap propriate complaints. Police as a class are fine, upstanding citi zens dedicated to main taining law and order. It is those officers who abuse the power granted to them by so- ' ciety that must be ex posed. The NAACP be lieves that the best pro tection against abuse is an informed citizenry.
