The winds and waves of
Katrina continue to pound our
hearts and splash in our faces
as we watch coverage after
coverage of the Katrina Story.
The victims and onlookers con
tinue to experience Katrina.
Listening to all the views as to
why and how things got out of
control is baffling. Some say it
was the government’s fault,
local and federal. Some say
someone gave the order, like in
1927 to “blow the levy’’, so the
rich could not be destroyed.
Some say, it was an act of God.
Any time there is a disaster,
people try to figure out why, and
what could have been done to

CITY ANNOUNCES LEADERSHIP APPOINTMENTS
Martha Wheelock
Derwick Paige
City Manager Lee Garrity today announced
changes in the administrative organization of the city
government. Effective immediately, the duties of
Assistant City Manager Derwick Paige have been
expanded and he will assume the title of deputy city
manager.
Additionally, the assistant city manager position
that has been vacant since Garrity became city
manager will be filled by Martha Wheelock.
Wheelock, who is currently serving as deputy finance
officer, will assume her new duties Sept. 18.
The appointments follow a review of the demands
on the city’s management
team. Based on that review,
Garrity made the appoint
ments, which include shifting
some roles among staff.
Paige, who as assistant
city manager was responsible
for economic and community
development, human
relations, recreation, real
estate, housing, and the
minority/ women’s business
enterprise program, will take
on the added responsibilities
of planning, inspections,
zoning, and vegetation man
agement.
" Paige began his career
with the city in 1984 as a
police officer. After advancing to sergeant, he moved
in 1990 to the city-county planning board as a pro
fessional planner specializing in zoning cases and
other aspects of land use administration. From 1995
through 2003, he served in various specialized eco
nomic development capacities and also served as an
analyst in the city’s budget department. In 2003, he
was appointed assistant city manager.
Paige holds a bachelor’s degree in administrative
justice and political science from the University of
North Carolina at Chapel Hill and a master’s degree in
