Generalissimo Franco Says Spain
Will Follow Teachings of Church
Madrid — (NC) — Generalissi
mo Francisco Franco told the peo
ple of Spain in a televised New
Year’s message that this country
will obediently follow the social
and doctrinal teachings of the
Catholic Church “such as she
preaches and desires in our
times.”
The 73-year-old Spanish leader
promised (Dec. 30) that the spirit
of the modern Church will be re
flected in government laws and
actions.
On international matters, Fran
co warned against weakening the
Western Alliance through at
tempts to impose what he called
a “rootless” concept of political
unity. Following the lead of
French President Charles De
Gaulle, he rejected any plan for
European unity and said the only
workable goals are those of “a
concept of the fatherland or of
defense of the faith.”
WHILE HE DID not go into
details, Franco’s reference to
Catholic teaching certainly refer
red in part to the ecumenical
council’s declaration on religious
liberty. The Spanish government,
with the backing of Church au
thorities here, has proposed a new
law that will grant a large measure
of freedom to non-Catholic mi
norities in Spain. The legal ma
chinery was halted until tne council
completed action on the measure.
He said he accepts the council
“as a staunch support to continue
with the creative task of building
a state which will represent a most
faithful . . . personification of the
great principles of Christian pub
lic rights.
“TODAY,” he said, “the Chris
tian world feels profoundly moved
by the vigorous lesson on social
teaching offered by our Catholic
Church through the Vatican Coun
cil.”
He asked Spanish citizens to
lend themselves to the task of
creating a state that will be an
example of the human family and
a consolation for the Pope.

The measure is an amended form
of a bill orginally designed to pro
vide direct appropriations exclu
sively tc nonsectarian hospitals.
The Pennsylvania Department of
Public Welfare cooperated in seek
ing the scholarship version of
the bill as recommended by the
Pennsylvania Catholic Confer
ence.

He praised Pope Paul’s appeal
for peace at the United Nations
and said it gave new testimony to
the fact that the Church is not in
different to the problems of the
modern world.
“We believe that the anxious
desire for peace and social justice
for mankind will find satisfaction
only in a rebirth of spiritual val
ues, in an effective renunciation
of the use of force, in a pledge
by all countries to assure a part
of their military expenses for the
support of joint action toward so

The Pope said his New Year’s
wish for the world is that 1966
will bring progress in peace, “the
condition and fruit of every other
good.”
He told the crowd of his prayers
and hopes that “the efforts which
are being made during these days
to settle the conflict in the Far
East may have a happy outcome.”
After a personal greeting to
those present and their families,
he extended a greeting to the en
tire Church “that the seed sown
by the ecumenical council might
vivify and sanctify it.”
