DIOCESE OF RALEIGH
The following recommendations were made by the Priests'
Senate for the Deanery Advisory Councils and for the Diocesan
Pastoral Councils.
PARISH ADVISORY COUNCILS have been established in
the parishes and are already in operation.
I. DEANERY ADVISORY COUNCILS shall be composed of:
a. One member from each Parish Council, not necessarily
the Chairman, but not excluding him or her, elected
by the members of each Parish Advisory Council in
the Deanery.
b. One Priest of each Deanery, not the Dean, elected by
the Priests of the Deanery as Assistant Dean.
(Note: The Dean should be the ex officio member of
the Deanery Council by virtue of his office as Dean,
like the Pastor and Bishop are members of the Parish
and Diocesan Councils.)
c. A Chairman of the Deanery Council is to be elected by
the members of the Deanery Council and should co
operate to the fullest with the Dean and the Assistant
Dean in the work of the Deanery.
n. DIOCESAN PASTORAL COUNCIL shall be composed of:
a. One person (layman or lay woman) to be elected by
the members of . each Deanery Advisory Council from
its membership, therefore, 13 lay members from 13
Deaneries.
b. The Priests of each Deanery will elect from the Priests
of the Deanery one Priest to represent the Deanery
on the Diocesan Pastoral Council, therefore, 13 Priest
members representing the 13 Deaneries.
c. Five Sisters elected by all of the Sisters of the Diocese,
in the following manner:
PROCEDURE: Each community working in the Diocese
to select one member of its Order, and the Sisters
selected constitute a nominating committee represent
ing their communities and electing 5 Sisters from any
of the Sisters of the Diocese for membership on the
Diocesan Pastoral Council (10 should be nominated
and 5 elected by all Sisters — simple majority).
d. It is recommended that the Bishop appoint a maximum
of 7 members to the Diocesan Pastoral Council of either
Priests, Sisters, or Laity to make the representation
of the total area more universal. The maximum num
ber of members on the Diocesan Pastoral Council will
therefore be no more than 38 persons.
Submitted by the Committee composed of:
Most Reverend Charles B. McLaughlin, D.D.
Very Reverend Michael A. Carey, V.F.
Very Reverend Charles J. O’Connor
The above recommendations by the Priests’ Senate, and
spelled out by the Committee, are approved by the undersigned,
as of this date. The election to the Deanery Advisory Council
and the Diocesan Pastoral Council should take place, and the
names of the persons composing these Councils should be sent
to me by June 15, 1967. The regularly appointed Deans in the
various Deaneries shall be responsible for notifying the Parishes
of this election and scheduling of the date and the tellers for
the election of the Priests. The above Committee which has sub
mitted this recommendation for the Deanery Advisory Council
and the Diocesan Pastoral Council shall see to it that the two
Councils are formed at least by June 15th of this year, 1967.
With many thanks, and commendation of the Priests’ Senate
for the good work they have done in their first meeting, I re
main
Sincerely yours in Christ,
