Postoffice Appropriation Bill Gives Democrats Opportunity of Uncork Washington, Feb. 24 Consideration of the postoffice appropriation bill car rying $239,000,000 was begun in the House today, thus giving the many members opportunities to make politi cal speeches. Representative Gard ner, of Massachusetts, addressed the House on the subject of high prices of the necessaries of life, contending that the tariff was not an important factor In determining such price. He exhibited charts to show that price movements were world-wide. . . The Senate was "in session four and a half hours. In the presence of a scant audience on the floor of the House, but 'with galleries filled with visitors, a dozen Congressmen . tonight discussed a va riety of subjects under the guise of debating the postoffice appropriation bill. The evening session was arrang ed chiefly to permit Democrats to place in the Record political speech es which they had been holding in re serve for a week or two. Representa tive Collier, of Mississippi, denounced the policy of granting ship subsidies; Morris Sheppard. of Texas, directed his invective toward the present tariff law, while Mr. Edwards, of Georgia, protested against the proposed reap portionment contained in the Crum packer bill of seven representatives id Congress. Mr. Sterlin, of Illinois, pleaded for better pay for rural postal carriers; Mr. Austin, of .Tennessee, urging an extension of the rural free delivery system. The House adjourn ed at 11 o'clock. PRESIDENT MADRiZ FREEING? Joy Over the Report In Blueftelds Sit uation in Nicaragua. Bluefields, Nica., eb. 24. If Blue fields was Jubilant last night it had a paroxysm of delight today when ad vices were received "reporting that President Madriz had quit the capital and nee to Leon ; and that General Chamorro and General Aurelio Est rada, were but a few hours apart, and in constant communication near Tip tatpa. When the latest news was re ceived the band paraded the streets and serenaded United State Consul Moffatt, in front of his residence. The Justrada men hugged each other and launched hysterically. Late advices indicate that General Vasqquez order in retret, was of brief duration, and that he was able to, mus ter a sufficient force to fire a few more artillery shots late yesterday, General Mena is still at San Vicente, showing caution about a 'pursuit of the enemy which might lead him into amDusn. His forces with General Matuty's now number, according to official reports, 800 of whom 600 will proceed cautious ly around the hills; securing a position in the rear of San Vicente, the 200 in the meanwhile holding a guard in the original position. There is no confirmation from Man agua of the report received in Blue fields that President Madriz has fied from the capital. On the contrary last night's advices from Managua show that he was still there then and did not Indicate that there was any likelihood of his immediately flight PROTECT frtAIL IN STRIKE jNo Interference in Philadelphia Must Uphold Rights. Washington, Feb. 24. Acting under directions from the President, Attor- .ney General Wickersham today sent to United States District Attorney. J. Whitaker Thompson, at Philadelphia, instructions as to the protection of mail agencies during the strike of the street car men.- The instructions, spe cifically point out that there is to be no Interference with the rights of the employes, or the company, so long as the substantial rifhts of the govern ment are not Impaired "by either par ty." President Taft today received ' tele grams from Peter Drlscoll, president and H. D. Barron, secretary of the Union at Philadelphia, stating that the union men on stnite had offered their services of the operation of the mail and newspaper cars as was done in last year's strike and tat the company ihad refused the offer. After .quoting these telegrams to District Attorney Thompson, Attorney General Wickersham issued instruc tions for action in case of emergency. CAPT. FOWLER MAY BE DEAD. FAYETTEVILLE BOY HURT. Little Son cf C. J. Caoper Victim of Dynamite Cartridge Explosion. (Special Star Correspondence.) Fayetteville. N. C, Feb. 24. As the result of the explosion of a dynamite cartridge in his hand yesterday nf ternocn at the family home on Green street, EJwaivl, the 10 year old son o! Mr. and Mrs. C. J. Cooper, was fear fully injured, several pieces of the shel)' entering Uis body and a piece having penetrated through the upper lid of tae right eye. Dr. . Lilly was summoned and advised that the boy be taken at once to Dr. Wcod, th? eminent specialist of Baltimore aiu! accompanied by the father .the boy left last night. . The cartridge was one of several taken by school boys from the debris about Capt. Beasley's office after the fire there yesterday ' morning and are used by the roadmas ter's department of the railroad for exploding charges of dynamite. After school Master Cooper secured one of the cartridges and was on the back porch at his heme attempting to pick the charge out of it, so that the shell could be used for a whistle when it exploded with the result stated. It is feared that the boy may lose his eye sight or that tetanus may develop, resulting fatally. THE NAVAll PROGRAMME United States Commander Who Lead the Insurgent Forces. Managua, Nicaragua, Feb. 24. It Is .'unofficially reported here that Captain Godfrey Fowler, formerly of the Unit led States army, which commanded J General Chamorro's artillery in the engagement at Tisma on Tuesday, has died from his wounds. A large number of wounded soldier of both sides have been brought here and some of them confirm the reports of a desperate attempt by the Insur gents to force a passage at Tititapa bridge. According to these stories Gen. Chamorro, in civilian clothes, succeeded in making his way across the river into Chontales. He was ac companied by only a handful of men, who had ?. hand to hand fight with ma chetes against the government troops. Wijlcox, Traffic Manager It. A. Brandy of the same road. Three of the passengers were on the left . side of "the car. including two ladies. A man in the car just ahead rushed out of the car at the first crash and came near shoving the pullman conductor in front of the approaching freight car. The crash into the pullman came with great force, and it appeared to those in the car that the "Fundy" had left the track. The damage is esti mated at $3,000. No one was hurt . Washington. Feb. 24. Edwin L. Quarlesv secretary of the Petersburg. Va., Chamber of Commerce, today re signed his position, in order to give his entire time to the field work of the Southern Commercial Congress among educational institutions and commercial organization.' From an au thentic source it was learned today that the following is the probable pro gramme for naval increase for the coming year as it will be reported by the House Committee on Naval 'af fairs: Two mammoth battleships of 28,000 tons eacn costing $11,000,000 each. One repair vessel, two large naval colliers, five submarines, three destroyers. The majority of the committee is said to favor the above list. A few min utes after he had pleaded guilty to a charge of forgery, G. T. Moore, want ed in at least three other States on similar charges, thi3 afternoon made his fourth successful escape -within recent months from officers of the law. Moore was in the private office of the sheriff, on the second floor of the court house, awaiting senence, and was left alone temporarily. When the sheriff returned to the room the prisoner was gone and a . rope dang ling from an open window told the method . used for escape. . Moore is wanted in South Carolina in two cases for jail breaking and at Anniston, Ala., for forgery and jail breaking. His home is in Atlanta, Ga. Wil liam Seyler. the accused murderer of Jane Adams, who disappeared from the million dollar pier on the night of February 4th, and his brother, Ovis Seyler, was taken to the county jail at May's Landing today by the de tectives, who arrested the brothers at Petersburg last week. William Seyler will probably remain in ail until the grand j.jry has passed on nis case. Prosecutor Goldenberg said tonight that he would oppose all efforts to have the body of the dead girl disin terred and the release of Seyler on habeas corpus proceedings.
