Continued From Pagre Five what it is now declared to be the mod el county from a sanitary standpoint in the entire South. It is disappointing-, however; to be compelled to report to. you that three or four well known white property owners persist in in terfering with the completion of this very important work. "We have instituted and are carry ing forward a series of laooratory ex periments for the purpose of establish ing a scientific basis for the control of local market conditions. These ex periments consist of the exposure of culture plates in- the buildings occu pied for the sale of fresh meats and taking' swab speciments from the cut surfaces of meats which are displayed for sale outside the refrigerators in these places of business. Our results so far have been surprisingly success ful in proving our contention that the present city market , is an unfit place in which to sell meats. Our culture plates disclose the. fact that meats ex posed for sale in the city market accu mulate from 10 to 15 times more filth on their surfaces than meats sold in privately owned markets which are properly cared for. We shall continue these experiments and extend them to other lines of food business as rapidly as possible-, in this way we hope to es tablish a basis upon which to govern the issuance of permits by the Board gage in the sale and distribution of foods in the city and county. Vital Statistic for Month. The report on the vital statistics for February showed a lower temporary death rate per thousand than for some months. The total death rate was 15.6; the white death rate was 14.4, and the colored rate 17.1. The temporary birth rate per thousand was: White 26.7; black, 30.S; total, 28.6. The stork again led the grim reaper ty a goodly margin; the total number of births registered being 65 and the total number of deaths being 43. Of the births there were 24 male white; 24 female white; IS male black, and 15 female black. Twelve white males died and nine white females, while' 14 black male deaths occurred and 10 black female. Four non-resident deaths occurred, one white and three black. Nine deaths were of children under five years ' of age; five of whom were white and four black. health officer, reported 42 visits to in digent sick in the city and four in the county; 39 patients treated as indigent and 66 treated in clinic; 49 permits is sued to the James Walker Memorial Hospital, 40 from the city and nine from the county; three cases of typhoid occurred during the month, all in the city. Two cases of diphtheria remain ed in quarantine at the end of the month; two cases of scarlet fever and 38 cases of whooping cough. In the county, outside of the city, 18 cases of whooping cough remained in quaran tine at the end of the month. During the month the department made 35 fu migations. The regular visits to the county institutions, were reported, con ditions found . to be good. Fourteen visits were made to schools for inspec tions; eight talks made to school child ren: one at communitr 1 meetine: 12 children excluded not quarantined and 18 school children vaccinated. Sr. Thames reported that in almost every instance the buildings placed over the septic tanks at the rural school houses were constructed by untrained work men, and that the buildings are not fly-proof. " . j - The Water Supply. Mr.. George Catlett, director of labo ratory work, submitted the following report: : 1 nil rtxri n -cr ice tTrnr rnnrt -frti Via month of February, 1915: ; ! "The results of tests on the city wa- j ter during the month have been excel lent. The bacteria counts have been consistently low, and there has been no evidence of colon bacilli during the en tire month. ' I "I desire particularly to ' call atten tion to the very white and generally satisfactory appearance of the water during the latter part of the month, and at present. The reason for this is of interest. . "It will be recalled that the City Council was given in the summer of 1913, a list of necessary .things to be done, at the water plant' in order to give the proper treatment to the water. These recommendations were endorsed by the city engineer and yourself and afterwards by Prof. Phelps. A part of these, as well as some other needs that the Increased requirements since then demanded, have not been completed. The consequence was that in the fol lowing spring the increased consump tion made the plant-facilities more in adequate than formerly, and from that time it has not been possible to give the water the proper treatment. Re cently, through the efforts of Mr. Loughlin, the consumption has been cut from one-half to three-fourths mil lion gallons, and we have been able to resume a more suitable treatment of the water, with the results to which I have called attention. ' ' "Numbers of citizens 'complain of the bad appearance of the water furnished them and refrain from its use on that' account. This is, of course, objection able from a sanitary standpoint, as they are driven to promiscuous well waters. I feel, therefore,, that too much emphasis cannot be laid . upon the fact that the objectionable features of the water could easily be removed if the City Council would furnish the. means. "I have-examined in the laboratory the regular weekly samples of milk, submitted by the milk and meat in spector and reported results to him. ! fill - A -. , 1 j. ucoe amuuniea io t samples. "In addition there were handled in the laboratory the following: Well waters, nine samples; urines, three samples; throat swabs for diphtheria, five samples; human milks, three sam ples; blood for B. typhi, three samples; bloods for Widal test, three samples." The report of Dr. T. B. Carroll, meat and milk inspector, was a-s follows:1 ' "The following is my report for the month of February, 1915: "I made 23 inspections of dairies and dairy farms; the sanitary conditions, health ofcattle" and attendants .were good. Mr. Otto Genaust, plumbing inspec tor, reported 79 inspections made; i 19 houses connected; 23 laterals laid: 87 fixtures installed; 'six condemnations and 31' permits granted. HOLDS ANNUAL MEETING. Southport Commercial . Association Elects Officers for Year. - (Special Star Correspondence.) Southport, N. C, March 9. The reg ular annual meeting of the Southport Commercial Association was held last night, at which reports of the past year were made and the election of offi cers for the ensuing year took place. President Guthrie made his report of what the association had accom plished during the year. Secretary Ste vens made his report of what the as sociation had done in a detailed state ment of events, the record showing splendid results for the advancement of this place's interests in the face of the general Repression which exists everywhere in the country. What is now pending for the promotion of local material interests was also stated by the secretary, some important matters. The following officers and commit tees were elected for the ensuing year: President, M. C. Guthrie; first vice pres ident, S. B. Northrup; second vice pres ident, Charfes Cotton; secretary, C. L. Stevens; treasurer, W. H. Pyke; execu tive committee, S. B. Northrup, C. Ed Taylor, T. B. Carr, F. P. Crockett, J. Berg, G. H. Gray, R. E. Hanson; solicit ing committee on new members, C. Ed Taylor, T. B. Carr, P. P. Crockett; pub licity committee, Harry Haley, R. I B. Hanson and C. L.
