The State J Board of Elections was getting out to day the tickets for the State-wide all party primaries to be held June 3, there being around 1,600,000 tickets to be dls- - tributed as the supply that must reach . every .precinct in every: county in the State before the date for the primaries. There are 600,000 State Democratic and 400,000 State Republican tickets; 600, 000 Democratic national ballot tickets end 400,000 national "Republican.. The. .national Democratic tickets show opposing candidates:- In the- Second, Sixth, . Seventh and Tenth districts, , there being no congressman ballot jjro 'vlded in the other districts for the rea ; 'eon that- under the; law, " where there was" but one entry for an office that en try amounts to nomination-, on the par ity ticket, no vote being' necessary in the primaries. The Rational Republi can ticket shows ballot for Congress only in the Ninth district. Under the same construction of the law there will be no balloting in the primaries for State auditor, there being no opposition to, Col. W. P. Wood, who is therefore al ready the party nominee. Miss Bettie Hookey of Fremont, and 'Miss Emily - Walker, of Raleigh, have been appointed by State Superinten dent of Public Instruction J. Y. Joyner to the summer school scholarships at George Peobody College provided by the Montgomery-Ward Co. A charter Is issued lor the Newport Manufacturing Co., of Greensboro, capi- - tal $25,000 authorized and $12,500 sub scribed by A. V.. Caldwell. -H. B. Cald well and others,- for general timber .. land development and operation of saw -mills and woo working plants. . An amendment to the charter of the iJverlasting Window Shade Co., of ,.j"Dunn. America and in dealing with foreign affairs, the speaker told the newspapermen that was one reason ne naa urgea mem not to "know more than the State De partment knows about foreign affairs." Some of them, he said, had a singular range of omniscience and he was con stantly taken by surprise m regard to decision to be his own. Continuing he said:. - ' ""Now that is pretty dangerous, gen tlemen, because it happens that re marks start fires. There is tinder lying everywhere, not only on- the oth er side of- the water, but on this side of the water, and a man that spreads sparks about is more responsible for something a great deal worse than burning a town on the Mexican border. Those thoughts rhay.be bandits. They may be raiders. - Thoughts may be in vaders; thoughts may be disturbers of international peace and when you re flect upon the Importance of this coun try keeping out of the present war you will know what tremendous elements we are dealing with. We are all in the same boat. : - "If somebody does not, keep the pro cesses of peace going, If somebody does not keep their passions disen gaged, by what impartial Judgment and suggestion is the world to be aided in a solution when the whole thing is over? If you are in a conference" in which you know nobody is disinter ested, how are you going to make a hplan? I tell you this, gentlemen, the only thing that saves the world is the little handful of disinterested men that are in it. The President said he had found few disinterested men and that .he tied to them as to an .anchor; ..They are men, he said, who woufd give' their lives fo America not caring whether anybody heard they had given their lives for it; willing to die in obscurity if only they might serve. "A friend of mine says that every man who takes office in Washington, either grows or swells," he continued in lighter vein, "and when I give St man an office I watch him carefully to see whether he is swelling or growing. The mischief of it is that when they swell they do not swell enough to burst. If they would only swell to the point where you might insert a pin and let the gases out, it would be a great delight. But the men who grow, the men who think better a year after they are put in office than they thought when they were put in office, are the balance wheel of the whole thing." "I have come through the fire since I talked to you last," he said. "Wheth er the metal is purer than it was, God only knows; but the fire has been there, the fire has penetrated every part of it and if" I may believe my own thoughts I have less partisan feeling, more impatience of party maneuver, more enthusiasm for the right thing, no matter Whom it hurts, than I ever had before In my, Jife." .. Weed for Progress. Correspondents of papers that "have not yet heard of modern times" ought, he said, to send them as many inti mations of modern movements as they are willing to print. To illustrate the need for progress if only to keep abreast of the times, he quoted an English writer . who said that if you want to keep a white post while you could not let it alone because it would get black. He cited the experience of queen ran very hard only to find themselves- where they started and learned that they had to run twice as fast to get anywhere else. He added: "That is also true, gentlemen, of the world and of -affairs. You have got to run fast merely to stay where you are, and in order to get anywhere, you have got to run twice as fast as that. That is what people do-not realize. "That is the mischief of these hope- less dams against the stream known as reactionaries and stand-patters, and othr words of obloquy. That is what is the matter with them; they are not even staying where they were. They are sinking further and further back in what will sometime -comfortably close over their heads as the black waters of oblivion I sometime imag ine that I see their: heads going down and I am not inclined' eeven to throw them a life preserver The sooner they disappear the better. . We need their places for people who'are awake; and we particularly need now, gentle men, men who will . divest themselves of part ypassion and of personal pref erence and will try to think in the terms of America" " i; i " Concluding, the President said that if he did not go off for short week-end rests he could not stand the respon sibilities of his position, and referred to his latest trip as follows l "This week I went, down the Poto mac and up the James and eubstituted history for politics,-and there was an infinite sweet calm 4n some of those old places - that , reminded me of - the records that were -made in the days that are pastr-and I comforted myself with. the. recollection, that fhA man who were members areJthe disinterest ed men who . gave us the deeds, that nave coverea xne name , or America all over with" lustre or imperishable glory." . The adminis tration : shipping bill was ' taken up in the House under a special rule, which fixes 4 o'clock next Friday afternoon for the vote -on-the measure, and any amendments. Many.speeches were made today, Republicans- generally being agains the bill and Democrats for it. Majority Leader Kitchin, who had not been counted on to champion the bill, spoke vigorously "for it and told the Demo crats if they would stand together it would be passed. He said, too, that if the majority attended steadily so as to maintain .a quorum, Congress might carry out the legislative programme, pass all. the appropriation bills and ad journ by' July 20. WKGRO WHO ASSAULTED SIX WHITE CHILDREN MUST DIE Sentenced to be Electrocuted July 7 by Jury at Wise, Va. Wise, Va., May 16. Milton Mallory, a negro, was sentenced"to electrocution by a jury at a special term of the cir cuit court here today for assaulting six young white girls, of Appalacha, Va., ranging in age from a to 11 years. He will be pilt to death July 7. ' Mallory, a porter at .an Appalachia hotel, according to evidence introduc ed, gave tlje children drugged candy. The negro was hurried from "Appa lachia Saturday night and kept in the mountains over Sunday to" prevent mob violence.
