Kinston, 1ST. C May 31. In mute pro
test against the much-discussed "whip
ping" regulations in force in the Le
noir county convict camp, a score or
more of black wearers of the stripes
went "on strike" and forced the "res
ignation" of E. W. Mincber, a 240
pound "walking boss" convicted in su
perior court last week of cruelty to
prisoners and sentenced to 12 montns
In Jail, county officials admit today. No
attempt will be made to reinstate Min
cher at least, not until after the su
preme court has passed on an appeal
from the judgment by W . M. Bond
which sent the husky guard to jail.
Mincber is at liberty under $1,500 bail
pending the hearing of the appeal.
When the negro convicts were sum
moned to work hy Mincher the last
man refused to move. They would not
talk. Mincber summoned Superintend
ent Bryant Taylor. The wagons and
mules and shovels were waiting for the
men. Taylor ' secured no satisfaction
from them and he ordered all back to
the cages, threatening to try the
"bread-aad-water" cure. The seeming
determination "of all was expressed by
a voice from a portable cell that de
clared its owner would lie there and
ot before he would labor on bread
and water. Two white "trusties' es
caped during the "mutiny."
Hastily summoned, the board of coun
ty commissioners passed regulations
which do not attempt to conceal mod
ification of the "whipping" regula
tions. The most that can be done to
a prisoner now, by the board's author
ity, is to give him Ave lashes for a
first offense and ten for the second. A
record of punishments must be kept and
monthly reports made. There was
never any record before.
Stories told in court last week were
about how convicts were held prostrate
hy men at their hands and feet and
necks or waists while the allegedly
brutal Mincher, welding a strap a quar
ter of an inch thick, plied them with
blows. Judge Bond received anony
mous letters. One writer said he would
be killed if he told his name.
Members of the board of commis
sioners declare that with the "person
nel" of the chaingang as it is bodily
punishment is a necessity in some in
stances. They are supporting the con
victs' superintendent and Mincher and
hope to get a new trial. Officials doubt
that the brutality which Judge Bond
declared the worst that had ever come
to his knowledge has been perpetrated,
but scores of persons . hold the same
opinion as Judge Bond.
With Mincher out, the men have re
turned to work.

ginning of last year, coming into force
later.
Councilman Jones called attention to
the recruest of the employes of the
city waterworks department that they
be given a slight increase in wages. He
pointed out that they have to work
seven days in the w-eek and are on duty
12 hours a day. It appealed to him as
being a very meritorious proposition
and stated that personally he would
like very much to see something done
for them. The firemen get $2 a day
for their work and the majority of the
members' of Council thought this a fair
remuneration for the kind of work
done.
Councilman McCaig stated that with
out making any reflection on any other
member of Council, he desired to call
attention to the. fact that Councilman
Bunting, in charge of the fire depart
ment, had not only not exceeded the
appropriation made in the budget last
year but had lacked $100 of using it
all. He thought this worthy of com
mendation. Mayor Moore agreed with
Councilma nMcCaig and declared that
Mr. Bunting deserved th ethanks of this
entire Council.

St. Louis, May 31. Col. Theodore
Roosevelt made three speeches in St
Louis today in which he advocated uni
versal military service, declared the
German-American alliance was guilty
of moral treason and anti-Americanism
and denounced President Wilson's Me
morial Day speech as weak. Cheering
crowds greeted him.
Colonel Roosevelt maintained that
President Wilson used "easel" words,
which sucked the life out of his
phrases and made them meaningless.
"When Mr, Wilson speaks of 'uni
versal voinntary training," " he assert
ed, "he draws a parallel to a truancy
law which would make universal at
tendance hy children at school obli
gatory to all except those who wanted
to keep away."
Mr. Roosevelt averred that he
thought well of Mr. .Bryan and Mr.
Ford. "I like them in private life," he
added. "They are nice, amiable men.
But I cannot join them in any wild
mental joy rides which is what I should
be compelled to do if I should take
their ideas seriously."
Colonel Roosevelt addressed the larg
est crowd at the City Club in the after
noon where he said that neutrality that
allowed trampling on American rights
could not be tolerated and that there
could be ijo Americans who were not
Americans to the heart.
"I denounce the German-American
Alliance with all my soul." he shout
ed. 'The acts of leaders constitute
moral treason to our government and
our people." .
Colonel Roosevelt left late in the af
ternoon for Newark, N. J., where he
will speak Thursday night.

WITH WILMINGTON PLAN
Charlotte Health Officer Commend
Health Administration Here.
Profoundly impressed with the effi
ciency of Wilmington's health depart
ment and the practicability of its plan
of administration, Dr. W. K. Re id,
Charlotte's superintendent of health,
has returned to that city after spend
ing two days in the City-by-the-Sea,
says yesterday's Charlotte Observer.
"Wilmington," The Observer quotes
Dr. Reid as saying, "has a central head
known as the health officer. All other
sections of the city department work
directly through him and are responsi
ble to him for the conduct of the work
of their several positions.
"Wilmington although much smaller
in area than Charlotte, has seven
sanitary inspectors and their work Is
a model of thoroughness. When one
of them visits a home he studies not
only the sanitary conditions, but makes
a note of any sickness in the home.
That city has a directory and a card
index system combined, which makes'
clear to the reader exactly how many
people there are in each family. This
frequently clarifies the situation and
simplifies the handling of certain prob
lems when they arise.
"Two automobiles, two motorcycles,
a horse and buggy and other equip
ment are used. The sum of $25,000 an
nually is spent on this one depart
ment. "Wilmington has an up-to-date
city charity, hospital with a capacity
of 50 patients. It has a hospital for
tuberculosis patients, of whom it can
care for 28. It has a child's hospital
which had 14 inmates when I visited it.
"In 1911 there were 300 cases of
typhoid fever in Wilmington and 28
deaths. Then Dr. Charles T. Nesbitt, a
live-wire health officer, was placed in
charge. What do you suppose the rec
ord was for 1915? There were 24
cases of typhoid fever and only two
deaths.
"What salary is this health office
paid?" asked The Observer man.
"About $2,500 or $3,000 a year," was
the reply. "The department is ade
quately equipped and it works effi
ciently." Dr. Reid is anxious to raise the
standard of efficiency of the Charlotte
health department, says The Observer.
Not more than half of the cases of
measles, he remarked, are reported ,for
the reason that many of the patients do
not have any physician. . He believes
strongly In a co-ordinated department,
with one executive head to whom all
the others are responsible.

public buildings bill before the pres
ent session adjourns. The bill will
be reported to the House soon after
the conventions at. Chicago and St.
Louis adjourn.
Representative Godwin has several
items in the bill, one for the buildine
at Lumberton and a site at Dunn. If
upon examination me receipts of these
two cities show that they are large
enough to meet the requirements for a
public building, the bill will carry ap
propriations for both places.
Representative Hood, a member of
the committee, has done a great work
for the State as a member of this
committee. . : He has worked day ' and
night in an effort to get appropria
tions for the State and his services
are appreciated by the other members
of Congress.
The Postoffice Department ' today
awarded the contract for carrying the
mail in. screen wagons from the Wil
mington postoffice' to the railroad sta
tion to W. A. Cannon, of Wilmington
Cannon will receive $4,200 a year for
the service.
