The cotton crop condition figures were even' more "fav orable than expected but failed to in- spire any fresh selling of consequence In the market here today." Moderate declines were follewed by sharp ral lies on covering of trade buying with july selling up from 24.35 to 22.50 or jj points net higher. That delivery closed at 24.79 with the' general list closing very steady at a net advance 0f 23 to 52 points. The market was irregular during the earlier trading. Liverpool was better than due, "howev er, while New Bedford reported settle ment of the mill strike and report there had been no change in the fed ral war risks were evidently reas miring1. Prices firmed up showing net gains of 20 to 30 points Bhortly after the call. Buying became more active as failure of the high condition figures to bring in any general, pressure was noted. While the I ?nain features of the session in today were bearish the market held up well, chiefly as the result of the covering ,cf the short interest and the close was t a net gain of 2 to 17 points. The condition report of 82.3 per cent of the normal on May 25 was considered high ly favorable and in a fact even more bearish than the bears themselves ex pected but it aroused no real selling (power. The opening was at the decline nart- 3y as a result of the operations of U- 'koat in American waters, favorable weather over the cotton region and "expectations of bearish condition fig ures. Around the first call prices were SO to 37 points off but a quick reaction tarried the market up to a level to 13 foints above Saturday's close. The condition report broke the market 10 25 points after which another reac tion occurred which put "the trading months 8 to 30 points over last week's final prices. Straddle operations, buying of July against sales of distant months, fur nished much of the trading after the middle of the day and made July the Btrongest month on the boards. Assistant Sec retary of Agriculture Carl Vrooman has informed Senator Simons that the secretary of agriculture has no au thority to establish potato meal mills except where the plants have- been determinecf- by the president as neces sar yto supply food for the army -and navy The agricultural appropriation hill for . 1919 provides a nexpenditure of $250,000 for dehydration work. The Wilmington Rotary club had urged Senator Summons to, have . a potato meal mill located tn . Wllmngton. Representative H. L. Godwin has introduced a bill . to nullify section nine of the civil service act which pro hibits the appointment ni the classified service of a person, two members of whos family . already ocupy classified position. The bill suspends the regu lation for the duration of the war. The tobacco Industry- of North Caro lina will obtain an ample , supply of coal. Senator Simons had a conference today withl Bernard Baruch of, the war Industries board and Dr. Harry Gar field of the fuel administration and he was given assurance that coal for to bacco plants would be placed back on the preferential" list. The Kinston board of trade and tobacco board had registered protests, as well as tobac co Industries in Virginia. RED CROSS WORKERS WILL RECEIVE SERVICE BUTTONS Paris, June 4. Major James H. Per kins, commissioner for Europe of the American Red Cross, has approved a service badge to be worn by the Red Cross . workers after six months or more foreign service. The badge is a bow of dark blue ribbon one inch long by three-eights of an inch wide. drawn together. In the center by- a white band on which there is a small red cross.
