Though restrained by a pronounced holiday feeling the cotton market today went to nw high levels on buying which eveloped on all soft spots. The de raand resulted from reports of the coming removal of restrictions in England cotton trade from the con tinued highly unfavorable weather conditions over the belt and bullish Predictions of heavy exports during he remainder of December. Much l!Quidation came from longs who Wanted to realize their profits 'over the holidays, but it was well absorbed and reactions were only narrow and siwrt-lived. The net results' for the day were Sains of 36 to 46 points. On" the first tall realizing was rather general and under it prices fell 9 to- 16 points -on he most active months. From this aere -was a recovery and an advance " revels to 1 to 18 points over yester day's close. - . (Correspondence of nthe Associated Press.) Russian workmen and peasants are, by no means united in a movement to per petuate & dictatorship of ' the prole tariat, according to a traveler who re cently arrived here from Russia. -Pretense that such, is the -situation in Russia is one of the efforts of the bol shevik propagandists. For many months, he says, the Moscow government has .been almost wholly without - peasant support for the peasants navelerned that bol shevism in theory and Bolshevism in practice are as unlike as day and night. The people of the Russian villages .and country districts are " declared, , to be so bitter against the -'"bolshevik . that. workmen who sir forced to return to their native villages for food dare not voice bolshevik, doctrine for fear of being killed by their relatives or for mer friends. To the countrymen in Russia bol rehevism now means nothing but food rea-uisitions. To him a bolshevik is an outsider, armed with a rifle, who takes grain at prices far below the market rate. . The peasant's ear is no longer open to Maximalist theories. He has had much of his grain and' other foodstuffs wrested from him by bolshevik grain crusaders. He knows that the only remaining peasant bolsheviki are shift less ne'er-do-wells and will have nothing to do with them. As the peasants make up 85 per cent of Russia's population their at titude eventually may shape Russia's policy, says the informant. From its inception .the hoisneviK government depended upon traveling commissars who were shipped all over the republic in special trains and pro vided with armed forces which cmo bed city and village governments into line. When commissars fell uiwier 10 cal influence and became less drastic in their methods the bolshevik author! ties at Smolny Institute withdrew them and sent others, who would be mor brutal in their methods;. These methods worked for a time but decreased in effectiveness in direct proportion to the distance from Ms cow. When the aisoanaea army re turned to the villages carrying arms and ammunition the peasants began to initate bolshevik methods. They re sisted with machine guns and inaugu rated the movement which has limited soviet jurisdiction to less than one- tenth of the old Russian empire.
