The budget com mission will meet here soon after No-, vembe 10 for the purpose . of going over the estimates of expenses of the various state departments for the com ing year in order that it may prepare a tentative budset for the 1921 session of the legislature. The budget commis sion, composed of the governor, , a representative of the tax commission and a committee from the legislature representing the finance and appropria tions committees, will go over the de partment estimates and work them into some semblance of conformity with the estimated revenues of the state for the coming two years. ' Each state department, institution and office has been asked by the com mission to submit a budget of Jts pro posed expenditures "for the coming two years?', Forms have; been" prepared and the ' blanks sent to. all departments and Institutions. . They.' sLre asked to fill put these blanks and 'return 'them to Ral eigh not later than November 10. 'The request for this .information, of, course, does not parry with it the promise that all the demands for revenue will be met in full. .The commission will go over the various tentative budgets, consider the program of work for the coming year and look into the needs of the various departments and Institutions. Lejflslntnre Acts Finally Ultimate decision as to whether or not any one department will get allthe money "it asks for will be up to the .legislature, of course, but the work of the budget commission will greatly facilitate the dutiestof the finance and appropriations committees of the legis lature, The legislature is expected to follow the suggestion of the budget commission very largely, though it is possible that, in some instances, the recommendations of the commission may be overruled. The budget commission is a product of the last session of the legislature and will, its advocates assert,- put the expenditures of the state on a more scientific basis. Once the. budget is adopted, it will be adhered to and every institution will be expected to keep within the limits of money appropri ated for it. Likewise, the money must be spent in the manner outlined be-for- the budget commission and finally adopted by the legislature. It will mean ' the application . of the - best methods'' of the- business - of ; the state and is a system that has been recom mended to legislators for many years by business men.
