The courts could enforce this right, but on the other hand they were often powerless to enforce the duty of the father to his child. Since 1899 every state, in the union has passed juvenile court laws except Connecticut, Maine- and Wyoming, and these three states have passed laws dealing with some of the L0biems usually included in the iuvenile court law itself. The exten siveness of this legislation is the best evidence of the previous unsatisfactory viewpoint of the law. How far the states have gone in modernizing their attitude towards the delinquent and the neglected child is shown by the bulletin made public today by the chil dren's bureau of the United Stat&a de partment of labor, entitled ' "A 'Sum mary of Juvenile-Court Legislation in the United States.". Juvenile court legislation deals with a complioated group of problems; that of the child accused of breaking the law; the adult offending against the child; the neglected and degraded parent; the incompetent and unfaith ful guardian; and the family that is ' simply poor. Under the old law the delinquent child was dealt with in the same man ner, with certain restrictions of , age, as the adult offender. He was tried before a criminal court with all the,-j formality and notoriety of a - jury sworn testimony, and confronting wit nesses. If found "guilty" the child suffered the penalty. If "not guilty" he went free. In no case did the law ex tend any constructive help. , Of recent years, however, the law has recognized the right of the child to a reasonable minimum of care, of ilecency and of well-being. Considera- ' t.ion has been given t,o the natural im pulses of youth and to .the adverse conditions under which"' the child" may have been brought up. ' . ' Because of the differences in the structure of their judicial systems, the states have had to meet the problems iy various methods of legislative at ack. In every state, however, the at tempt has been made through , legisla tion to solve the difficult problems in volving the unfavorable conditions -.lomestic, social and economic under which children are living and develop ing today. The present summary embodies an analysis of the legislation -4n force at t the beginning of 1919, with an appen s dix giving additional legislation and amendments enacted during 1919.
