The upward winsr of prices in the cotton market results larCely from the holding move ment When cotton was sold freely there was not sufficient market to take not cotton and in consequence pur chases Yere hedged 'with the sales of futures. This selling having dimin ished sharply and Improved demand for rotton goods having sprung up in the Manchester market with an advance in lards eaual to six cents per pound, since Friday a great many buying orders entered the future market for foreign -account. Simultaneously- re ports come from the south of improved snot basis Particularly so through the western belt. Early in the season it was estimated that the East Indian croD would exceed last year by 41 npr cent, but reports here today are that there will be a reduction in that vield of 333 per cent. Trading in stocks today was professional and re stricted, - the languid (movement being governed almost entirely by monetary conditions. Signs in that. quarter pointed to continued tightening jDf -demand and time loans. NEW 'ORLEANS, Oct. 26; An illus tration of what can be accomplished by united action on the part of southern farmers in holding their cotton rrpm the market is demonstrated by the sharp recovery in values from the low level of last week: There Is no better way of influencing the market to a higher level than by the producer to offer sparingly Just enouerh to keen the spinner nibbling, meanwhile gradually raising the bait as his appetite Increased. As we have pointed out previously, spinners of the world require over one million bales of American cotton per month to pro vide food for their spindlesv and to clothe the people of the world. They are under contract to this extent and If they cannot get the raw material from the farmer they Cannot get it from anyone else. Therefore, the producer holds the destiny of the market in the palm of his hand if he will only take advantage of the opportunity to profit thereby. - A sustaining f eaturfe of today's ses sion was the unfavorable weather In the interior, light to moderately heavy rains being more or less general over the belt with prospects for more mois ture in nearly all sections. -- The almost - incessant rains of the past week; particularly in Texas and Oklahoma, are reported., to have dam aged the crop in grade- which has re sulted in a higher basis - everywhere and revived the demand somewhat especially for the better quality. Governor Parker, of Loulsanla, has appealed to all gins in the state to close down for thirty days -and has wired all other governors of the cotton states to take similar action. He says it is almost criminal "to market cotton at present prices which are far below the cost of production. v ' All southern interests have responded quickly and nobly to the appeal of the cotton farmer for assistance in the re cent crisis and it is -the duty to lend a helping hand to maintain confidence and permit the farmer to emerge satis factorily from his present uncomf ort ablejJOBiUon, J - ' ; U.
