Japanese ob jections to racial discrimination Th tTiis country would not be met, - Senator Phelan, Democrat California, . said to day, by the enactment of a general anti-alien land ownership bill in Cali fornia "as a substitute for the anti alien bill adopted by referendum in the state last November and affecting par ticularly Japanese nationals by its clause prohibiting ownership of rSnd by. aliens ineligible to ' citizenship. Japanese officials, Senator Phelan ! said he was informed, contend that a j general anti-alien land ownership law j In California would not meet the ques- ; tion of race discrimination and that sol long as there are citizenship disquali- fications for Japanese and not for other I aliens, such discrimination will exist, j He added ftiat he expected a request would be made of the TJnitecl States !y Japan for a federal law to naturalize present, Japanese residents of this country, aid declared it would be re sisted to the utmost. At the same time Senator Johnson, Republican. California, expressed a dis position to stand on the anti-alien law enacted . in ( November and to oppose considering a general anti-alien hill which, he added, would only compli cate unnecessarily . the situation. Tne present law, he said, was "strictly with in the rights of California." and couJ'i not properly s-ive offense to the Japanese. WASHINGTON, Jan. 4. An attemptby Sena tor Simmons, ..Democrat, North Cairo Una, to postpone action indefinitely ' on the tariff bill developed the first ;clash. The- motion lost, however, ;by two Democrats, Senators Nugent of Idaho and Jones Of New Mexico, joining the Republicans. . The question of holding open hear ings, committee members reported, brought on a second vote , and; ex changes in which "sharp words" were used. The motion ,to open the hearings was made by Senator Gerry, Democrat, Rhode Isalnd, and it was given' the support of all the Democratic members in addition to Chairman Penrose, who was joined by another Republican, Calder, of New York.
