X- THE MORNING; STAR, WILMINGTON, N. C., MONDAY, FEBRUARY 28, 1921. SEVEN 4 4 V' MARKETS NEW ORLEANS COTTON REVIEW NEW ORLEANS, Feb. 27., -The trend et prices In the cotton market this week was strongly downward and af ter the middle of the week new,; low levels were made, with the lowest of the week and season on the " close, when March fell to 11.17 and July tol i 01 Losses in tne contract market amounted to 132 to 158 points. In the spot department middling- lost 125 points in the net results, closing at, 11.50 cents a pound, against. 40.25 this week last year. - f ' The heaviness , of : the snt markets of the interior was the main reason lor the slump. Spots led at the de cline constantly and at the end of the week Fort Worth, Texas, in - the; ex treme western belt, quoted , middling at 10.65 cents a pounds, while Augusta, in the extreme eastern belt, quoted middling at 11.00 cents. There was very little demand for spots at any time in any section of. the belt While telegrams from "the' interior constantly referred to "forced liquidation of spot holdings. Two lots of cotton, one of 100 bales and one of 1,000 were heard of as be ing on their way across the Atlantic from Liverpool to be tendered against March contracts in the New York mar ket. First notice day. for March on Wed nesday went off'better than expected particularly so' In view of the large amount of tenders estimated at Ij.000 bales in this market and 75,000 l,aies in the New York market. COTTON MARKET REVIEW NEW YORK, Feb. Z7. Following the weakness In ooton and the con-, tinued lack of demand for the future deliveries that will keep mills em ployed, the cotton goods markets in the primary division, nave been weaker. The jobbers are doing a steady business in small lots for, Im mediate and nearby delivery, and in turn, they are reordering from mill agencies for prompt shipment. The scarcity of goods for immediate. delivery is confined largely to the staple standard branded merchandise, but it is also true that many lines of wash fabrics and summer specialties are not ?ln stock, although they are now being produced more freely. In mill channels, there is rurtner taiR of curtailment of production, due to the wiping out of the profit margin on unfinished goods. In distributing channels, nothing more than a steady filling in business is anticipated, and until something more developes among retailers, the absence of incentive to place mill orders, lends color, to cur .ailment discussion. Bleached and brown cottons, branded, steady. Percales and prints are well sold for the next SO days. Ginghams are selling steadily. Fine .wash goods printed, and yarn dye, are moving bet ter each week from jobbers stocks. White goods are steady. The ' yarn markets have weakened and prices are at the low points again. Lines of fall underwear will be opened in , another week or two, and there are signs of some improvement in knit goods gen erally. Agents prices are as follows: Print cloths, 28 Inch 64x64s, 5 3-4c; 64x60's, 5 ' 3-8c; 38 1-2 inch 64x64', 89; brown sheetings, southern stand ards, 11c to l-2c; tickings 8 oz., 20c; denims, 2.20's indigo, 17c; staple ginghams, 13 1-2; dress ginghams, 15c and 17c; standard 'prints 11c. - XEW YORK KIXAfCIAIj REVIEW NEW YORK. Feb. 27. In the fur ther depression of-quoted values this week, the securities market conformed to the more pronounced depreciation registered by foodstuffs, - cotton and numerous other staples which com prise the bulk ot the ? world's trade. There were occasional indications of greater stability in the money market and in the inquiry for. investment is sues, but these were overshadowed by the diminishing earning of railroads and industrial companies and v fresh signs of labor disturbances. ; The policy ojf retrenchment institu ted by the railway companies has re- duced the working forces of the coun try's transportation systems to a level below the average of the year imme diately preceding thex world conflict and the production, of steel and iron is less than at. any time since .1914. - Crude and refined oils were in pro cess of further, price readjustment. and various (projects which aimed at an expansion of the oil Industry have been abandoned or at least indefinitely deferred because of unfavorable finan cial conditions. , Shares of the many shipping com panies having oil connections suffered severely in the week's reversal, but in several instances impairment was due less to trade influences than to their precarious or untenable speculative position. : ' Forecasts of the country's foreign trade for the month now ended offered little ground for optimism. Extensive shipments of grains and cotton are ex pected, however, to effect some lm provement over 'January, exports, which disclosed a "shrinkage of more than S66.000.000. ... Bankers are hopeful that events of tha coming week the change of ad ministration in Washington and the reparations j conferences -"In London- will be accompanied by-developments of a constructive character. The fate of various international underwrltlngs now under consideration here hinges on the results arrived at In London. SOLDIER BONUS SLOW BUT CIVILIAN GOES THROUGH - WASHINGTON, Feb. 27. S e n a t e forces lined up for a spirited clash over soldiers'.,, bonus legislation v, when the senate finance committee reported the house bill favorably after strik ing out the provision fpr special taxes to ' pay the cost, a subject left for action by the next congress. Republican leaders announced ' their intention to call up the bill early this week with Its passage admittedly in doubt, while a bi-partisan, attack was made upon the procedure with the bill by Democrats and a few Republi cans. - CIVILIAW BOIUS PASSES -WASHINGTON, Feb. 27. Af ter three and a half hours debate th$ house last night voted a $240 bonus to gov ernment employes. It would apply., to practicallyall receiving $2,500 or, less a year with the exception of postal employes and workers In government arsenals and navy yards. A subject is approached oblique ly and'according to recognised rules of ceremony. You must not talk business at once; you must firsthave a cup of tea, even though it Is 9 a. m., and let the real object of an interview come in quite incidentally with the second Or peradventure the -third cup of tea. To the 'average hustling, hard-headed American business man it seems as nonsensical as an ardent lover's com ing to propose and wasting his oppor tunities, in talking about the . weather until time Ho - go home,' then adding, 'Oh, by the v way, will you marry me? " A RUSSIAN POSE FOR AMERICA Count Witte in the World's Work for March: ; . . "My personal behavior while In America for the peace conference may partly account for the transformation of American public opinion. I took car to treat all the Americans with whom -I same - into contact with the utmost simplicity of manner. When traveling, whether on v special trains, government motor cars, or steamers,' I thanked every one, talked with the en gineers and shook- hands wlh them-'' in a - word, I treated everybody, ' of whatever social position; as an equal. This behavior was- a heavy strain on me as all acting Is to tha unaccustom ed, but it surely was worth trouble. RULERS IX GERMANY TODAY" Maximilian Harden . in the.
