(By Asso ciated Press.) A movement to curtail senatorial privilege of Jpractically un limited debate reached such propor tions today that an unofficial commit tee of Republican senators went to the white house and conferred on the ques tion with President Harding. While the proposed rule has not yet been drawn up, it was Indicated that the plan contemplates a change in the senate rules so thatcloture would be invoked by a mere majority vote, instead of by two-thirds vote now re quired. After invocation of the rule, each senator's time for debate; would be limited to one hour, it was' said. Sudden as was the movement to defi nitely restrict the ancient rule permit ting senators to speak at length, those behind the plan declared tonight that for the first time In the senate's his tory adoption of a real majority cloture rule impended. The informal committee that discuss ed the matter with the president, con sisted of Senators Lenroot of Wiscon sin, Freylinhausen of New .-Jersey, and Kellogg of Minnesota, and ,were said to have received assurance that the executive would not interpose any objections to the cloture plan.. The movement so far has been con fined to a number of Republican sena tors, having been initiated actively at a conference of about a dozen 'Repub icans last night. The "charter mem bers" comprise mostly Republicans of me younger group, including, however, senators from both eastern and west ern states. Obstruction of the anti-beer bill re cently in the sanete was said to have been the immediate cause of the new cloture movement. It was said in addi tion, however, "that during the recent recess of congress, senators had heard many complaints of delay in senate business because of filibustering and other methods of protracting debate. Many Republican senators were sounded .out today and a majority were said to have expressed themselves fa vorably to the new plan.' Among those who today were enrolled among the supporters of the plan were a number of prominent senators, influential in the majority leadership.
