CITY’S RECEIPTS SHOW LARGE GAIN Increase of $87,059 Is Re ported by the Commis sioner of Finance City receipts for the period ending March 31 are $87,059 greater than for the same period of the fiscal year of 1939-40 it was revealed yes terday in a report submitted to the board of city commissioners by W. Louis Fisher, commissioner of fi nance. As of March 31, collections for the fiscal year beginning last July 1 to talled $808,768.49. For the same nine month period of the previous year receipts totalled $711,709.01. The re port was compiled by J. R. Benson, city treasurer. Noticeable receipt gains were noted, the report disclosed, in collec tions of current taxes and principal on street assessments. A sharp de cline was recorded, however, in the collection of delinquent taxes for the first nine months of the present ‘year as compared with the like period of the previous financial year, $79,380.09 being received this year against $118,969.98 of the 1939-40 year. Revenue from the county Alco hol Beverage Control board was ap proximately $1,200 above the prev ious year’s total of $2,112.72. The report also showed that the city’s various departments have a total of $157,085.88 with which to conclude the current fiscal year end ing June 30. Audited budget expen ditures for the nine months ending with March 31 totalled $694,570.07. Non-budgeted expenses for the first nine months of the r»scal year were $83,987.64 as against appropriated and unbudgeted receipts totalling $96,572.08. Commissioner Fisher’s report was the highlight of a brief commission session which saw, among other developments, the board approve payment of $6,460.43 to W. C. Olsen, Raleigh water engineer retained last fall to survey, estimate costs and prepare plans for enlargement of the municipal water system. The engi neer’s fee was pursuant with his con tract with the city calling for .05 per cent of the total estimated cost of the proposed enlargement program. A second survey and estimate cover ing enlargement of the city water plant, now underway by Olsen, is not included in the fee authorized yes terday. The commission adopted, on the motion of Mayor Thomas E. Cooper and seconded by Commissioner James E. L. Wade, two public safety ordinances perscribing certain load ing and bus parking zones in the down town district. It also had a first reading of a proposed ordinance restricting a large residential area, including Carolina Heights and Winoca Terrace, against encroach ment by gasoline filling and service stations. Second reading of the ordi nance will be held next w’eek. Also read and tentatively ap proved, subject to approval by the city legal department, was the peti tion of the Tide Water Power com pany governing its bus routes in and through the city. Louis Poisson, representing the Tide Water company, submitted the petition and informed the commis sion that "in all probability” exten sive expansion of bus service was in the offering. He particularily men tioned the sunset Park and shipyard areas as districts soon to be sup plied additional bus service. The commission deferred final ac tion on a request of the Taylor-Col quitt company, creosote manufact urers leasing city-owned property at the old Liberty shipyard site, for a lease on the remaining small parcel of city land adjoining the com pany’s plant. The commission indi cated a disposition to discuss lease fees further with Taylor-Colquitt of ficials. MODEL AIRPLANE MOVIE IS BILLED _ Will be Exhibited at Meeting Of the Wilmington Club Tonight A special showing of films de picting flight scenes and winners in the national model plane con test in Detroit along with a lec ture on model and full scale avia tion by James Pennington were announced yesterday as the featured points of tonight's meeting of the model plane builders’ club in the Tide Water assembly hall at 8 o’clock. Dwight McEwen, Jr., who is president of the Wilmington Model Aeronautical association, said that all members of the club and of the advisory committee are urged to be present at this meeting to see the films and get the information necessary for the forthcoming tri state model plane meet scheduled here for late June. This model meet is under the sponsorship of the Carolina Exchange clubs and is under the personal direction of J. H. Fussell as general chairman. The films which have been sent to Wilmington for this occasion show both rubber-powered and gas model planes and cover the entire setup of construction through each progressive step. Entries are already coming in for the contest this summer. Vir ginia which has a modelers asso ciation has indicated they will have at least 40 modelers here from their state, Fussell said. Rosefiill Berry Mart Now Being Enlarged ROSEHILL, April 16—Officials of the Rosehill Marketing company announced plans today for expan sion of their facilities for the 1941 season. Leasing of property ad jacent to the business section of the town for yard and building pur poses was accomplished several days ago and workmen have be gun erection of an unloading shed and removal of the auction block to the new site. The plan entails the renovation and equipping of several office buildings adjoining the lot, as well as the installation of public lava tory facilities. The arrival of J. J. Murray, new manager of the mar ket, was anticipated when this in terview was given. The new man ager had had long experience with farmers’ makets all over the At lantic seaboard and has specialized in the handling of strawberry ship ments from Hammond, Louisiana. He comes to Rosehill with high recommendations. Naval Academy Class To Graduate Dec. 19 WASHINGTON, April 16. — OP) — Secretary Knox announced today that the 1942 class at the Naval Academy would be graduated six months In advance on December 19. The 1941 class received commis sions in February, instead of next June. At the same time, the secretary of the Navy said the usual three-month traininng cruise for midshipmen would be called off this summer, because of “the difficulty in making ' vessels available.” Navy Will Send Guard To Embassy in London ! WASHINGTON, April 16. — (.5*) — Secretary Knox said today the Navy was preparing to send a force of one officer and 35 marines to London to guard the American embassy. The secretary of the Navy said only a formal request from Ambas sador John G. Winant was awaited before the guard was sent. He de scribed the move was “minor” mat ter and said the guard was “an ordi nary embassy guard.” German Measles Leads Diseases Here in March German measles, with 342 cases listed, led all communicable diseases reported in the city and county dur ing March, records at the office of Dr. A. H. Elliot, health officer, dis closed yesterday. Other communicable diseases re ported were: chickenpox, 47; whoop ing cough, 29; syphilis, 28; measles, 20; gonorrhea, 10; tuberculosis, 6; diphtheria, 3; scarlet fever, menin gitis, and chancroid, one each.
