Officials were unable to estimate the cost of the work. They pointed out, however, that a similar pro ject at ew Brooklyn homes cost $15,713 and another at Nesbitt Courts, $20,975. Million Dollar City Budget Adopted; 1941-42 Tax Rate Boosted To $1.50 With only minor budgetary in creases, plus a clause whereby fig ures setup for individual funds may be transferred to other funds pro vided the necessity should arise, the city council yesterday unanimously approved the $1,053,321.63 budget for the 1941-42 fiscal year. With adoption of the budget, Wil mington taxpayers took a manda tory boost of 10 cents per $100 in the tax rate bringing the figure to $1.50. The figure finally approved yes terday was some $1,400 above the tentative budget as presented three weeks ago to council, the increase being made necessary because of the purchase of 10 police uniforms to care for an increased force when the civil service board approves ap plicants for the position. Large Increase The new budget shows increase of $206,609.95 over the budget of $845, 398.38 of the 1940-41 fiscal year. The increase was explained as being caused by national defense activities and increased operating costs. Before adoption of the budget, the council unanimously moved that a stipulation be made enabling it to vary appropriations adopted for var ious city departments as the need arises in the eyes of the governing body. Notes Renewed The council voted a renewal of $77,000 in bond anticipation notes for a period of 90 days, to begin on Sep tember 1. Due to a shortage of WPA labor, Councilman Edgar Yow -e ported the proposed paving of a num ber of city streets is progressing slowly. Since Fourth street has al ready been paved, he said, the work there will soon be bonded. The same applies for other streets on which the paving is completed. An abatement of $12,500 in tax re turns was voted for the Masonic Temple corporation. This action is necessary every two years. The present collector is C. R. Morse. A proposal that the council share costs with the county in providing larger quarters for a negro girls’ sewing project, under the sponsor ship of the NYA, was carried pend ing further recommendations from Mr. Wallace. The project, which is now located at 612 Walnut street, presents articles to charity and the Community hospital. The larger quarters will be located at Ninth and Castle streets, and will require a rental of $30 a month in addition to light and water expenses. The NYA, according to a communi cation from Harold Jeter, director, will continue to furnish the girls with equipment, supervision and material. Kenan Message Read A telegram from Mrs. James G. Kenan with regard to creation of a new trucking route around the city proper was read by the city man ager. Although no positive action was taken, Councilman Yow suggested that the city remove the monument of George Davis at Third and Mar ket streets. Councilman Robert LeGwIn added that he believed the monument a definite traffic hazard. Mayor Har grove Bellamy disagreed with other members of the body by pointing out that the monument serves to slow down traffic and prevent accidents. When Mr. Wallace stated that it would cost an estimated $500 to re move the obstruction. Mayor Bel lamy answered that the cost was ex orbitant, and should action be taken he can get the stat/3 removed for almost gratis. Mr. Wallace was authoi'zed to present the petition of Patrolman Charles m. Jarrell for a city pension to the pension board. Officer Jarrell entered the service June 14, 1020. Following the meeting, the coun cilmen adjourned to the city mana ger’s office for a demonstration by representatives of two parking meter concerns Interested in the in stallation of these devices at Wil mington. During the first 11 months of 1940, 3,081,016 new passenger cars were registered in the United States as compared with 2,406,823 registered for the same period of 1939.
