Wartime precautions have changed
the immigration service’s three de
tention camps into virtual prisons,
with protective and alarm systems
regarded as foolproof, an official
disclosed today.
Prior to the war, the camps at
Fort Lincoln, N. D., and Fort Mis
soula, Mont., were fenced in and
patrolled by men carrying side
arms. The camp at Fort Stanton,
N. M., where 410 members of the
Columbus crew are held, was not
even fenced.

NEW YORK, Jan. 11.— UP —
Broad revisions bringing general
increases in automobile liability in
surance rates on most types of au
tomobiles in a long list of states,
effective tomorrow, were an
nounced today by the National Bu
reau of Casualty and Surety Un
derwirters.
The changes in rates, the bu
reau said, were being made in
accordance with the “usual rule
governing application of rate
changes.”
The overall effect of the rate
changes in the states affected is
“an increase of 3.5 per cent in
premium for bodily injury and
property damage insurance on pri
vate passenger automobiles and an
increase of 1.8 per cent for coiri
mercial automobiles.”
Rate changes on private pas
senger automobiles have been
made in some or all of the rating
territories of the following thirty
four states:

Rate changes on commercial au
tomobiles have been made in some
or all of the rating territories in
the following eighteen states:
Arizona, Arkansas, Colorado, Dis
trict of Columbia, Florida, Idaho,
Illinois, Indiana, Kansas, Michi
gan, Mississippi, Missouri, New
Mexico, Ohio, Pennylvania, South
Dakota, Tennessee and Vermont.
“In revising rates on the basis
of the annual experience reports
of the companies, the changes
have been confined to those terri
tories and classifications for which
they are definitely required by the
experience,” the association said.
"Most of the increases in rates
are for property damage liability
insurance, where the experience
has been especially unfavorable
due principally to the increase in
accidents and the rising cost of
labor and materials.
“The experience upon which this
revision is based does not include
experience for the year 1941 which
will not become available in form
for rate-making purposes until the
latter part of this year.
“Although there was a marked
increase in accidents and a fur
ther rise in the cost of labor and
materials in 1941, no factor has
been included in the revised rates
to reflect these conditions due to
the unpredictable nature of con
ditions in 1942.”
With the revision all the remain
ing differences in rates in the
named states for light, medium
and heavy private passenger au
tomobiles have been eliminated so
that, effective tomorrow, practi
cally throughout the country there
is no longer any variation in the
cost of automobile liability insur
ance by make or model of car,
the association said. This change,
based on the experience of the
companies, has resulted in a re
duction in the rates in many terri
tories on the heaviest private pas
senger cars, it added.
The revised rates an being dis
tributed to all holders of the auto
mobile casualty manual for the
state’s enumerated to reach them
by tomorrow. 1

Three U. S, Detention Camps
Changed Into Virtual Prisons

horse mounted guards, all armed
with sub-machine guns and gas
gu . The fences are flood-lighted
at night and 24-hour watches are
maintained in towers, the watchers
armed with high-power rifles.
The guard forces have police
dogs trained by the Federal Bur
eau of Prisons in patrol, attack and
trailing.
An alarm-blockade system orig
inally established at Fort Missoula
has been set up at the other camps.
This is a plan where, upon report
of an escape, every road, railway
and important trail within 150
miles can be blockaded almost in
stantly through a prearranged pro
gram of warnings.
Fort Missoula now has 1,100 Ital
ians and 660 Japanese. Fort Lin
coln has 422 Germans.
Conditions inside tne three
camps have not changed since the
freezing of foreign fur.-is last sum
mer threw the burder of upkeep
on this government. ..ior to that,
the aliens got extra funds from
their embassies. Now they have
the same diet and recreational rou
tine as federal prisoners. 3
NEW PAY GRADES
PLANNED IN ARMY
Order Received At Camp
Davis Says They Will Sup
plant Specialist Ratings
Three new pay grades will sup
plant specialist ratings in the
Army by July 1, 1942, according to
a War department order received
at Camp Davis.
The new grades are Technician
3d grade, Technician 4th grade, and
Technician 5th grade. Men of these
grades will be non-commissioned
officers, receiving the pay and al
lowances of the grade specified by
their title, and will wear distinc
tive chevrons.
These technicians will receive the
same pay as certain of the present
noncoms, but they will rank in or
der of the dates of their warrants
below men in the same pay grade.
Henceforth there will be only seven
pay scales for enlisted men.
The seven grades will be as fol
lows:
Grade 1, master sergeant; grade
2, 1st and technical sergeant;
grade 3, staff sergeant and techni
cian 3d grade; grade 4, sergeant
and technician 4th grade; grade
corporal and technician 5th grade;
grade 6, private first class; and
grade 7, private (or yard-bird).
The six classes of specialists now
existing, which in combination with
the other pay grades made a total
of 25 different rates of pay, will be
gradually eliminated as new allot
ments are made.
The revised Tables of Organiza
tion, which will be published as
they are drawn up, will make oth
er changes. Besides the new non
commissioned officers and the
dropping of specialist ratings,
many men in the 7th pay grade
will be promoted. Where there are
new twice as many privates as pri
vates first class, the numbers will
be approximately equal.

<Sacrament’ Is Subject
Of The Lesson-Sermon
“Sacrament” was the subject o£
the lesson-sermon In all Christian
Science churches and societies
yesterday.
The Golden text was from I Corin
thians 5:8* “Let us keep the feast,
not with old leaven, neither with the
leaven of mhlice and wickedness;
but with the unleavened bread of
sincerity and truth.”
Among the citations which com
prised the lesson-sermon were the
following from the Bible: "And he
was withdrawn from them about a
stone’s cast, and kneeled down, and
prayed, saying, Father, if thou be
willing remove this cup from me;
nevertheless not my will, but thine,
be done” (Luke 22: 41 42).
The lesson-sermon also included
the following passages from the
Christian Science textbook, "Science
and Health with Key to the Scrip
tures” by Mary Baker Eddy: “When
the human element in him struggled
with the divine, our great Teacher
said: ‘Not my will, but thine, be
done!’—that Is, let not the flesh, but
the Spirit, be represented in me.
This is the new understanding of
spiritual love. It gives all for
Christ, or truth. It blesses its ene
mies. heals the sick, casts out er
ror, raises the dead from trespasses
and sins and preaches the gospel to
the poor, the meek in heart.” (Page
33).
