OFF. f.U I; “My husband would simply be lost in this plant—h* can’t even fix a leaky faucet l” Capital Gains Tax Will Be Overhauled Maximum Effective Rate Raised From 15 To 25 Per Cent WASHINGTON, May 22.— OP — The House Ways and Means com mittee agreed today to overhaul the capital gains and losses tax structure and raised the maximum effective rate on long term gains from 15 to 25 per cent. The complex revisions, advoca ted by the Treasury department to simplify computations, were made after a day-long discussion of proposals for a pay-as-you-go individual tax collection program through regular payroll deductions. Members sai dthat while there was strong sentiment for such a “withholding tax,” many problems remained to be ironed out, espec ially the question of whether casual and domestic labor should be ex empted from the scheme. Randolph Paul, tax adviser to Bscretary Morganthau, recommend, ed yesterday that 10 per cent of a person’s taxable income, and an equal percentage of dividends, be deducted at the source to help combat inflation and at the same time facilitate tax collections. Principal provisions of the tent atively-approved cabinet gains and losses amendments: 1, Holding periods would be simplified to short term of less than 15 months and long term of more than 15 months. The three present periods are less than 18, between 18 and 24 and more than 24. 2. Maximum rate on statutory net long term capital gains would be incresed from 30 per cent io 50 per cent. Beat eggs until light, combine with milk and melted butter. Wash and drain blueberries and sift lightly with flour. Mix sifted flour mixture with the milk, egg and butter mixture. Beat lightly to a smooth batter. Fold in blueberries light ly. Pour batter into greased muf fin tins, filling each one 1-3 full. Canned or fresh blueberries may be used. Statutory amounts of loss, either long or short term, would be allowed as an offset against statutory gains, no matter whether long or short term. 5. Statutory losses of either kind could be carried forward for 5 years against future gains and $1, 000 of such losses could be offset against other income each year for five years. 6. For corporations, the same practices would be followed, except that banks and insurance com pany losses would not be allowed as a deduction from other income; but a 5-year carry forward period against future gains would be per. mitted. 7. For banks—net capital losses attributable to sales or exchanges of bonds or other evidences of in debtedness would be allowed in full against other income, with the capital loss measured by the dif ference between purchase and sale price. JAPANESEBLAST LOADED RAFTS Helpless, Unarmed Surviv ors Slain By A Vicious Enemy In Pacific WASHINGTON, May 22.— (*—Ai American Naval officer who foughi in the Dutch East Indies battle ol Lombok straits last February said today the Japanese warships there torpedoed raft loads of unarmed and helpless survivors from a sunken Dutch destroyer. The story was told by Comman der Thomas H. Binford of Aber deen, Miss., who received the Navy Cross from Secretary Knox today for having successfully led an American destroyer division in the violent night battle. Binford also told of an apparent, but unintended, duel between two groups of Japanese warships which stood off and, fired at each other after attacking Allied vessels had gone between them. While he was waiting to begin his attack, but long after an earlier attack had ended, Binford noticed a great outburst of activity in the sky over the general area where the enemy was known to be. "We considered all the possibil ities,” he said, "and we carefully checked later on the time the first attack had ended. And out there in Java we all agreed that something had happened that set one group of the Japanese ships to fighting the other group between the first and second waves of our attack.” Binford’s citation said that de spite heavy enemy fire, he led his division "through a large strongly escorted convoy, sank numerous enemy ships with torpedoes, dam. aged others with gun fire and suc cessfully retired his division with out major damage to his ship and with only one casualty to his - sonnel.”
