LEND-LEASE DRAFT Neither Hull Nor Litvinoff Discuss Contents Of Proposed Agreement WASHINGTON, May 26.- UP - The United States today communi cated to Soviet Russia the draft of a proposed lend-lease agreement between the two countries. The draft proposal was handed to Soviet ambassador Maxim Lit vinoff by Secretary of State Hull in the course of a 45-minute con ference during which it was under stood other matters also were dis cussed. Neither Litvinoff nor the Secre tary disclosed the contents of the proposed agreement. It was au thoritatively learned, however, that its purpose was to bring lend-,ease arrangements with Russia into line with agreements already reached with Great Britain and other Unit ed Nations governments. This, in effect, would align Soviet Russia with Britain and the United States in post-war efforts to restore world trade on the principles long advocated by Secretary Hull. The Anglo - American lend-lease agreement announced last Febru ary, it was recalled, provided that the precise and detailed terms of settlement should be postponed un til the war is won and that repay ment for goods and services ren dered should be in such form as not to burden world commerce but to encourage it. It provided for the return to the United States of “such defense ar ticles transferred under this agree, ment as shall not have been de stroyed, lost or consumed and as shall be determined by the Presi dent to be useful in the defense of the United States of America or of the western hemisphere.” It provided also that in the final settlement full account should be taken of “services, information, fa cilities or other benefits or consid erations provided” by the recipent of lend-lease aid from the United States. 3 -V Local Boy Enlists For Naval Aviation ATLANTA, Ga„ May 26—John D. Wood, of 1815 Market St., Wil mington, North Carolina, has en listed for Naval Aviation training, joining the increasing ranks of young Americans signing up to man the nation’s powerful war planes of attack. Wood, 19, was enlisted Wednes day, May 20, at the Naval Avia tion Cadet Selection Board in At lanta, for the Navy’s V-5 program of officer pilot instruction now open to high school graduates who are single, 18 to 27, physically fit and mentally alert. He is a stu dent of the University of North Carona, where he played football Along with hundreds of other young men who have enlisted for this training, Wood will soon be ordered to begin his preliminary instruction at one of the Navy’s new indoctrination centers at the Universities of Georgia and North Carolina. Following will be further instruction at one of the Naval Re. serve Aviation Bases. Successful cadets will then be transferred to one of the three great Naval Air Stations at Pensacola, Fla., Jack sonville, Fla., and Corpus Christi, Texas for advanced training. Com pletion of this advanced training qualifies them for their “Navy Wings of Gold” and commissions as Esigns in the U. S. Naval Re serve or Second Lieutenants in the U. S. The Army War Show is to make its first appearance in Baltimore Stadium June 12 and will then show in practically every large American city east of the Missis sippi river, winding up its tour at New Orleans late in the sum mer. The “circus,” as it is referred to by the soldiers, is expected to bring the Army much information an the movement of large bodies af troops, encumbered with all types of transport and fighting equipment, and proceeds from its appearances will swell the coffers of the Army Relief Fund. It will contain the following counties: Beaufort, Ber HEP IS VOTED SMALL BUSINESS House Passes $200,000, 000 Measure Designed To Utilize Their Facilities WASHINGTON, May 26.—CP) — The House showed today its sym pathy for the plight of the “little fellow” in the nation’s economic system, voting 344 to 0 to pass a $200,000,000 measure designed to utilize the facilities of small business for production of war and essential civilian goods. rhe unanimous approval sent the measure back to the Senate for a vote on two major House changes, chief of which was a re quirement making it virtually mandatory for government war agencies to award contracts to small enterprises certified as cap able of handling them. The other change doubled the Senate-approved $100,000,000 which would be available as the working capital for a “smaller war plants corporation” for loans to convert small plants to production of es sentials in the war program. In addition, the Smaller War Plants corporation, which would be set up in the War Production Board, could serve as the prime contractor for government work, splitting up its assignments among small business.
