Commenting on the announcement the post commanders at Fort Bragg and Camp Butner were calling for the enforcement of the .May act, in conjunction with local law enforcement, to stamp out vice in areas visited by men from the two posts, Maj.-Gen. Frederic H. Smith, commanding officer of Camp Davis, said this morning he knew of no reason to put the federal act into effect here at this time. “Invocation of the May act can be taken to mean that local law enforcement officers are falling down on their jobB,’’ he said. “As yet, I see no reason why the act should be put into effect here.’’ Governor Broughton yesterday announced that there was a possibility that the May act, which provides a $1,000 fine for civilian violators or one year's imprisonment or both, and court martial for militafy personnel, might be enforced on a state-wide basis to control the influx of women expected to materialize with the begin ning of the fall maneuvers in the state. However, the act would not be put into effect unless the various post commanders request that it be done. On September 25, 1941, there was formed a Vice or Anti-Prostitution Squad — consisting of officers from Camp Davis, the Sheriff's Office, and the Wilmington ! Police Department to combat the evil that we all knew I would come. We are striving to keep our men in the armed forces physically fit to carry on against the forces of destruc tion that call themselves the Axis Powers. Through the combined efforts of both civil and military law enforcement agencies 154 CASES of prostitution have been PROSECUTED BY YOUR DISTRICT SOLICITOR in the Superior Court of New Hanover County and in each instance a verdict of guilty has been obtained by your District Solicitor. It will bring the total number of classes to 13. Bookkeeping will be taught in room No. 112 and typewriting and bffice machines in room No. 116 from 7:15 to 9:15 o’clock. The evening class in bookkeep ing is designed to give an under standing of fundamental principles bf business methods, budgets, bookkeeping and an interpretation bf records. The instruction in the evening typing class will give a thorough review in the mastery of the key board, machine parts, changing of -ibbons, and care of machines, a -eview of standard letter forms, ;abulation and rough draft. Em phasis will also be placed on speed building. Green COMPANY SHOE REPAIR -IN REAR 258 North Front St. AIR-CONDITIONED_ 250 Local High School Students Complete Elective Bible Course Wilmington’s third successful year of Bible study in the public schools has ended with approxi mately 250 High school students completing the elective Bible course. Thirteen denominations and for ty churches were represented in the group taught by Miss Esther Banks and Miss Maude M. Web ber. There were seven daily classes held for students beginning the Bible course, and one ad vanced Bible class met daily. The High school Bible club was unusually active this year. Serv ices were held at the County Home, Red Cross Sanitarium and the Catherine Kennedy Home. Both white and colored grammar schools in the county had two weeks of character education Bible study under the instruction of Miss Webber. A number of the grammar schools organized Character clubs which emphasized the development of high ideals in the lives of the students. Responding to a persistent ap peal, a Bible class for adults met each Monday night at the High school under he leadership of Miss Webber. About 135 attended the weekly class, representing five denominations and 20 churches. The Bible club of Wilmington (S.O.L., Serve Others Loyally) with a membership of 65 is made up of students interested in Chris tian service. It is a branch of the S.o.L. Bible club in this state] Other units of the club are the Central High school, Charlotte, and Asheville High schools. The Morale Committee of th e Bible club formulated the follow ing pledge for the support of can didates for student offices of the High school. I will support only those candi dates who show Christian leader ship in our school and in outside activities. I will support any candi date who will do all in his power to vanish the following evils from our school: cheating in the class room; swearing in or near t h e High school; gambling in any form; stealing in the school; fur nishing alcoholic beverages to stu dents; frequenting poolrooms or other places of cheap environ ment; improper conduct of boy and girl relationship. In choosing our school leaders for the coming year I will be guid ed by the following passage of scripture: “And He spake a par able unto them, can the blind lead the blind? shall they both not fall into the ditch The Committee of Bible in the CITY GOVERNMENT The form of your city government can be changed in two ways; (1) by a vote of the people (2) by legislative decree without a popular vote. In 1941, the Citizens of Wilmington, by a majority vote in a legally called election, adopted the Council-Manager Plan of government in place of the Commission form. Many citizen* are interested in learning the attitude of the senatorial candidates toward these two forms of govern ment. My position is that a majority of the PEOPLE and not one individual should determine the form of government they should have. Any change in that government should result only from an election duly called and not solely from an act of the legislature without a vote of the people. Should a sub stantial number of citizens petition to vote again on the ques tion, they should be permitted to do so, and I would support legislation to that end. Public schools is composed of one minister from each participating denomination; one woman and one man representing each denomina tion; the city-county superintend ent of schools; principal of t h e High school; president of the Par ent-Teacher asso.; and chairman of the Board of Education. This committee meets quarterly and its meetings are open to the public. The budget of $2500 for the year is financed by the support of Chris tian citizens. New officers are the Rev. J. p.
